Romania – Repair and maintenance services of military electronic systems – Corrective maintenance for the optoelectronic surveillance systems associated with the Complex Danube Observation System in Caraș-Severin County (SCOD)

Opportunity description

The subject of the procurement consists of corrective maintenance services for the equipment comprising the optoelectronic surveillance systems associated with the Complex Danube Observation System in Caraș-Severin County (SCOD) operated by the Romanian Border Police. The necessary corrective maintenance services can be summarized as follows: • Day camera repair: restoration of the functionality of the day cameras; • Thermal imaging camera repair: restoration of the functionality of the thermal imaging cameras; • Pan-and-tilt platform repair: restoration of the functionality of the pan-and-tilt platform; • Voltage converter repair: restoration of the functionality of the voltage converter; • System cable repair: restoration of the functionality of the interconnection cables between: • cameras and the pan-and-tilt platform; • the pan-and-tilt platform and the voltage converter; • the voltage converter and the shelter. • Power supply repair: restoration of the functionality of the power supply; • Video server repair: restoration of the functionality of the video server. The corrective maintenance services requested are as follows: 1. Day camera repair: restoration of the functionality of the day camera; 2. Thermal imaging camera repair: restoration of the functionality of the thermal imaging camera; 3. Pan-and-tilt platform repair: restoration of the functionality of the pan-and-tilt platform; 4. Voltage converter repair: restoration of the functionality of the voltage converter; 5. System cable repair: restoration of the functionality of the interconnection cables between: the cameras and the pan-and-tilt platform, the pan-and-tilt platform and the voltage converter, the voltage converter and the shelter. 6. Power supply repair: restoration of the functionality of the power supply; 7. Video server repair: restoration of the functionality of the video server. Within each of the services listed above, the Contractor shall perform the following activities: - Inspection to identify defective equipment comprising each optoelectronic surveillance system installed at the duty location; - Removal and collection of the defective equipment from the duty location; - Both during the inspection activities and in the stage preceding the repair, the Contractor shall carry out specific activities to restore the functionality of the optoelectronic surveillance systems, using, as far as possible, the functional equipment available in the batch of spare parts that will replace the equipment identified as defective, or shall carry out activities specific to preventive maintenance – local technical interventions (reconditioning/replacement, where applicable, of accessories/seals intended to protect optical components, appropriate insulation of system components against moisture ingress – cables, seals, etc.); - Complete restoration of the functionality of the defective equipment by repairing/replacing the defective components associated with this equipment; - Installation, configuration and commissioning of the repaired equipment at the duty locations established by the Purchaser/Beneficiary; - Testing to verify all functionalities of both the repaired equipment and the optoelectronic surveillance system into which it is integrated, for the quantitative and qualitative acceptance of the service.
