The services to be procured, namely: “2-year framework agreement – Maintenance, inspection/diagnostic, adjustment and repair services, including the supply of spare parts and operating materials for passenger cars within D.R.D.P. Bucharest, Lots 1–11: Lot 1–Volkswagen, Lot 2–Skoda, Lot 3–Peugeot, Lot 4–Audi, Lot 5–Opel, Lot 6–Fiat, Lot 7–Hyundai, Lot 8–Land Rover, Lot 9–Kia, Lot 10–Nissan, Lot 11–Suzuki”. During the term of the Framework Agreement, at least two subsequent contracts per year will be concluded. The framework agreement will be concluded with a single economic operator. Pursuant to Article 160(1) of Law 98/2016, the deadlines by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications/additional information regarding the Award Documentation are: – the first deadline is 26 days before the deadline for submission of tenders; – the second deadline is 18 days before the deadline for submission of tenders. B. Pursuant to Article 160(2) of Law 98/2016, the Contracting Authority establishes two deadlines by which it will respond clearly and completely to all requests for clarifications/additional information: – the first deadline is 20 days before the deadline for submission of tenders; – the second deadline is 12 days before the deadline for submission of tenders. Depending on the complexity of the requests for clarification submitted by economic operators, for which the responses should be published by the first deadline indicated above, the Contracting Authority reserves the right to publish the responses to the respective clarifications by the second deadline established in the Award Documentation. The deadlines for responding to clarifications were established so that economic operators would have an adequate period to analyze the Award Documentation and subsequently prepare their tenders in light of the responses provided by the Contracting Authority. C. Any request for clarification submitted after the date mentioned in point A will make it impossible for the CA to provide a response and, as a result, will be considered LATE. D. Any request for clarification must be submitted through SEAP (www.e-licitatie.ro). Conclusion of a framework agreement for a period of 2 years for maintenance, inspection/diagnostic, adjustment and repair services, including the supply of spare parts and operating materials for passenger cars within D.R.D.P. The repair services and the required spare parts and operating materials are identified and determined following a specialized technical inspection/diagnosis, operations involving the removal and/or reassembly of spare parts, working/operational tests, or combinations of these operations. The inspection/diagnostic, maintenance, adjustment, repair, component installation, and supply of spare parts and operating materials activities are requested for Volkswagen, Skoda, Peugeot, Audi, Opel, Fiat, Hyundai, Land Rover, Kia, Nissan, and Suzuki passenger cars listed in Annexes No. 1.1–1.11 to the specifications. During the term of the framework agreement, the vehicle fleet may be expanded by adding other vehicles similar (same make, model) to those covered by these specifications, for which the service provider must be prepared to provide the necessary technical assistance under the same contractual conditions.
