Romania – Repair, maintenance and associated services of vehicles and related equipment – Maintenance, inspection/diagnostic, adjustment and repair services, including the supply of spare parts and operating materials for UNIMOG vehicles

Opportunity description

The services to be procured, namely: “Maintenance, inspection/diagnostic, adjustment and repair services, including the supply of spare parts and operating materials for UNIMOG vehicles” Contract value = 6,498,156.42 (lei excluding VAT), of which the IMPLEMENTATION RESERVE is 1,856,616.12 (lei excluding VAT). IMPLEMENTATION RESERVE: fixed amount allocated by the Contracting Authority from which the values of additional quantities of spare parts not included in Annex No. 1 and the related labor may be reimbursed. A. Pursuant to Article 160(1) of Law 98/2016, the deadlines by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications/additional information in connection with the Tender Documentation are: - the first deadline is 26 days before the deadline for submission of tenders; - the second deadline is 18 days before the deadline for submission of tenders. B. Pursuant to Article 160(2) of Law 98/2016, the Contracting Authority establishes two deadlines by which it will respond clearly and completely to all requests for clarifications/additional information: - the first deadline is 20 days before the deadline for submission of tenders; - the second deadline is 12 days before the deadline for submission of tenders. Depending on the complexity of the clarification requests submitted by economic operators, for which the responses should be published by the first deadline indicated above, the Contracting Authority reserves the right to publish the responses to the respective clarifications by the second deadline established in the Tender Documentation. The deadlines for responding to clarifications were established so that economic operators have an adequate period to analyze the Tender Documentation and, subsequently, to prepare their tenders in light of the responses provided by the Contracting Authority. C. Any request for clarification submitted after the date mentioned in point A will make it impossible for the CA to provide a response and will therefore be considered LATE. D. Any request for clarification must be submitted in SEAP (www.e-licitatie.ro). The procurement concerns the award of a contract for the provision of repair and maintenance services, spare parts, and consumables for UNIMOG vehicles. In addition to the main services covered by the contract, the service provider may, on its own initiative, notify the purchaser of and propose remedial solutions for defects and wear affecting traffic safety, identified as a result of operations to disassemble and/or reassemble spare parts. The estimated lists of spare parts, operating materials, and labor hours requested for the vehicles covered by the procedure are set out in Annex No. 1. For the Contracting Authority's vehicles mentioned in Annex No. 2 to the specifications, the Service Provider must: -possess an original dedicated diagnostic tester for UNIMOG vehicles; - provide technical assistance for interventions and repairs 24 hours a day, during the period 20 October–15 March: -possess a mobile service unit for field repairs; -procure the necessary spare parts and operating materials; -carry out the repairs requested by the Contracting Authority; -carry out functional tests in the presence of the vehicle driver and a representative of the Contracting Authority.
