Opportunity description

The Authority for the Digitalization of Romania (ADR) is implementing the project “A NATIONAL STRATEGY for ROMANIA'S DIGITAL DECADE”, SMIS Code 358731, financed under the Technical Assistance Programme (PoAT) 2021-2027, Priority 2 - Improving management and implementation capacity and ensuring the transparency of ERDF, CF, ESF+, JTF funds, specific objective Technical Assistance, from the European Social Fund Plus (ESF+). The subject matter of this procurement consists of the provision of specialized consultancy services for the development of Romania's National Digital Decade Strategy and the related Action Plan (roadmap), as well as for its constant updating based on the analysis of available data, with a view to substantiating the digital transformation measures that will be included in Romania's National and Regional Partnership Plan (PPNR) for the 2028-2034 period. The services are structured into five activity packages, as follows: ▶ analysis of the current situation regarding the stage of implementation of the Digital Decade targets (PA1); ▶ development of the National Strategy and the Action Plan (roadmap) (PA2); ▶ development of the methodology for monitoring progress at national level (PA3); ▶ adjustment of the Action Plan to a 2-year period, depending on developments at European Union level (PA4); ▶ substantiation of digitalization interventions for the 2028-2034 financial envelope (PA5). The services address ADR's need to have external specialized expertise in areas that it does not fully cover with its own resources (digital skills, digitalization of enterprises, digital public services, secure digital infrastructures), with a view to fulfilling the obligations undertaken by Romania through the Digital Decade 2030 Policy Programme and ensuring the enabling condition for accessing European funding from the 2028-2034 cohesion pillar.
