Romania – Risk or hazard assessment for construction – Services for the identification, inventory, and rapid visual assessment of buildings located in the Municipality of Bucharest

Opportunity description

The general objective of this framework agreement is to rank buildings by assessing their vulnerability to earthquakes in order to establish the priority of investments for making buildings safe against seismic action, placing them on the interactive map using GPS coordinates, and presenting building-specific information by assigning a QR code. The specific objective consists of preparing the FEVR and drawing up the List ranking the properties based on the FEVR, which will contribute to prioritizing the technical assessment of buildings, classifying them into a seismic risk class in accordance with the legislation in force, and establishing intervention measures for strengthening the properties, thereby ensuring an increase in the level of seismic safety to a satisfactory level, while the strength and stability of the building will reach normal limits for properties intended as multi-storey housing. The requested services shall comply with the provisions of Law No. 212/2022 on certain measures for reducing the seismic risk of buildings, as subsequently amended and supplemented, the Methodological Norms for the application of the provisions of Law No. 212/2022 approved by M.D.L.P.A. Order No. 2853/2022, and the technical regulation Methodology for the rapid visual assessment of buildings, Reference RTC 10 - 2022", as subsequently amended and supplemented. The requested services and activities under this framework agreement are as follows: - Identification - Inventory - Assignment of GPS Coordinates - Assignment of QR Code - Preparation of the Building Inventory List; - Printing of the template provided by AMCCRS - Annex 2 and displaying it at the entrance to the properties that will undergo Rapid Visual Assessment - Rapid visual assessment - Preparation of the Rapid Visual Assessment Form (FEVR) - Entry into the MDLPA platform - Preparation of the Ranking List based on the FEVR All activities must be carried out in compliance with the legislation and technical regulations in force applicable to the specific nature of the requested services. The provision of the services that are the subject of the public procurement contracts shall be carried out in accordance with the requirements set out in the specifications made available for this procedure. Number of days before the deadline for submission of tenders by which clarifications may be requested: 18. The deadline by which the contracting authority will respond clearly and completely to all requests for clarification/additional information is the 11th day before the deadline for submission of tenders. Rapid Visual Assessment Forms: Maximum and minimum quantity per Framework Agreement: - Maximum quantity - 1 package x 20,000 buildings; - Minimum quantity - 1 package x 1 building.
