Romania – Road bridge construction work – Design and Execution of Works for the investment objective “CONSTRUCTION OF A ROAD OVERPASS BETWEEN THE TRACTORUL DISTRICT–GRIVIȚEI BLVD. AND CONNECTIONS BETWEEN I.C. BRĂTIANU AND GRIVIȚEI BLVD.”

Opportunity description

The main objective of the project is to create a fast, safe and modern connection between Griviței Boulevard and the Tractorul District, by constructing a connecting road with four traffic lanes and a road overpass over the CF 300 railway line, eliminating blockages caused by level crossings and ensuring smoother traffic flow. Specific objectives: Road safety and urban mobility: implementation of modern road signage, markings, guardrails and sound-absorbing panels; construction of sidewalks and bicycle lanes; Improving traffic flow and reducing travel times: increasing road capacity, a modern roundabout at the intersection with Griviței Blvd., reducing average travel time and congestion. Sustainable infrastructure and water management: installation of an energy-efficient LED lighting system and a complete system of gutters and drains to protect the infrastructure and prevent flooding. Urban and economic development: increasing the attractiveness of the area for residential and commercial investments, integrating the infrastructure into the sustainable urban mobility plan and supporting logistics for nearby shopping centers. Justification of the investment project model: ensuring efficient operation and maintenance in the medium and long term, through a clear legal and financial framework, with quantifiable social and economic benefits. Anticipated benefits: reduction of travel times and pollutant emissions, increased traffic safety and comfort, stimulation of the economic and urban development of the Tractorul District and the adjacent area, as well as increased efficiency of public services, reduced risk of accidents and increased comfort for pedestrians, cyclists and drivers. The objectives proposed to be achieved are: A. Construction of a connecting road; B. Construction of a roundabout; C. Construction of a railway overpass; D. Construction of a public lighting network; Number of days before the deadline for the submission of tenders/applications by which clarifications may be requested: 20. Insofar as requests for clarifications or additional information have been submitted within the period stipulated above, the Contracting Authority’s responses will be published in SEAP at least 11 days before the deadline for the submission of tenders, pursuant to Art. 161(1) of Law 98/2016, and the authority will not act upon requests submitted through another means of communication or by a deadline other than the one established. The area analyzed, between Griviței Boulevard and the Tractorul District, has a heavy road traffic flow generated by:  residents of the Tractorul District and adjacent areas;  commercial and logistics activity near shopping centers (e.g. Dedeman, Black Sea);  transit traffic and urban public transport (buses, minibuses). Existing traffic exceeds the capacity of the current infrastructure, especially during peak hours, generating:  long travel times;  increased fuel consumption and CO₂ emissions; increased risk of accidents;  frequent blockages at railway level crossings. According to the urban development plans and demographic evolution of the municipality of Brașov, population growth in the Tractorul District and adjacent areas will be approximately 2–3% annually; The growth of car traffic and public transport is estimated at 2.5–3.5% annually over the next 10 years, which will exacerbate existing road congestion; Economic and commercial development will increase demand for freight transport and logistics accessibility; Urban mobility trends suggest growing interest in alternative transport (bicycles, electric scooters), which justifies the integration of dedicated lanes. In the long term (15–20 years), without construction of the overpass and connecting road:  the current infrastructure will become completely insufficient, generating chronic congestion;  social and economic costs (lost time, pollution, accidents) will increase significantly; The total duration of the contract is 27 months from the issuance of the commencement order, of which 6 months are for design services and 21 months for execution of the works.
