Romania – Road construction works – EXECUTION OF WORKS FOR THE INVESTMENT OBJECTIVE “MODERNIZATION OF STREETS, CONSTRUCTION OF SIDEWALKS AND IMPLEMENTATION OF A RAINWATER COLLECTION SYSTEM” TUNARI COMMUNE, ILFOV COUNTY

Opportunity description

The technical documentation covers the modernization works for 14 streets within the built-up area of Tunari locality, with a total length of 7578.00m. At present, the streets have a structure consisting of an asphalt carpet and graveled areas, in places with asphalt surfacing damaged following interventions on the utility networks. Rainwater flows freely from the carriageway toward the adjacent green areas. Traffic on these streets falls within the LIGHT traffic class, consisting generally of residents’ passenger cars. On Vulturilor Street, the asphalt carpet has deteriorated, with the roadway largely at the gravel surface level. In longitudinal profile, the streets have slight gradients, specific to plain areas, generally below 2%. In cross-section, the streets have a carriageway width of 4-6.00m, bordered by grassed shoulders and green areas, up to the property boundary. In places, sidewalks and access routes to courtyards have been constructed in front of the properties. The findings made on site showed that water collection, channeling and discharge devices are absent, so water flows uncontrolled over the roadway toward the marginal green areas. In order to bring the streets up to the appropriate operating parameters, it was found necessary to carry out intervention works involving light bituminous surfacing to improve the running surface. Defects in the asphalt surfacing (D.I.S.R.) are mainly observed, namely potholes, ridges, edge breaks, in a proportion of approximately 65%. These defects are considered minor or moderate defects. Defects in the road structure (D.S.T.R.) and defects in the road complex (D.C.R.) have also been identified, namely subsidence (generally along pipeline routes and in the area of manholes), fissures and cracks, alligator cracking, potholes and freeze-thaw deterioration, over a more limited area. Currently, there is no rainwater collection system on the streets included in this project. The importance category was established in accordance with the “Regulation on establishing the importance category of constructions” under Government Decision No. 766 of 21 November 1997 – normal importance category (C). On the date this award procedure was initiated, the Contracting Authority states that the Building Permit for the investment objective “Modernization of streets, construction of sidewalks and implementation of a rainwater collection system” is in the process of being obtained. The number of days before the deadline for the submission of tenders by which clarifications may be requested is 20 days. The Contracting Authority will respond clearly and completely to all requests for clarification on the 11th day before the deadline for the submission of tenders. Note: The Contracting Authority will not respond to requests for clarification submitted by economic operators after the expiry of the deadline mentioned above. Any request for clarification must be submitted through SEAP (https://e-licitatie.ro/pub ). From a legal standpoint, the route of the streets constitutes public property of local interest and forms part of the street network of Tunari commune. The works covered by the project fall within category “C” – works of normal importance, determined in accordance with Government Decision 766/21.11.1997, Government Decision 675/03.07.2002 and the “Methodology for establishing the conditions for compliance with the European Union’s rules and standards, in accordance with Government Decision 766/1997 and Law 10/1995. The Contracting Authority states that there is no obligation regarding the organization and execution of the works simultaneously on all streets/road sections included within the subject matter of the contract. The sequence and stages for executing the works will be established by the contractor through the General Investment Implementation Schedule (GANTT Chart) presented in the technical proposal, in compliance with the total execution period stipulated in the Tender Specifications. At the same time, tenderers are required to technologically coordinate the execution of the rainwater collection system with the construction of the road structure and sidewalks so as to ensure optimal work fronts and minimize inconvenience to road users; traffic flow must be taken into account and access must be ensured for residents and emergency vehicles (Ambulance, Fire Brigade). The traffic management plan and the schedule of execution phases will be submitted for approval to the Contracting Authority and the Traffic Police after the contract is signed, during the phase of obtaining the Excavation Permit/Approval for imposing traffic restrictions.
