The investment objective “IMPROVING ROAD TRAFFIC FLOW THROUGH SUSTAINABLE URBAN MOBILITY MEASURES – CONSTRUCTION OF A ROAD SERVING AS A GREEN MOBILITY CORRIDOR ON THE SOUTH-WESTERN SIDE OF THE MUNICIPALITY OF ALBA IULIA” SMIS Code: 349615 was approved for financing under the Centre RP 2021–2027, a programme whose completion deadline is 31 December 2029. The subject matter of the procurement comprises the following components: A. Execution of the works related to the mobility corridor Based on the documentation made available to tenderers, which forms an integral part of the procurement documentation, namely the DTAC and PTh documentation and the related Specifications, the contractor will execute the works for the construction of a category II street, 2.3 km long and with a design speed of 50–60 km/h. The works will be executed on the basis of Building Permit No. 578 of 30.10.2025, which also forms part of the procurement documentation. The main works are: • construction of four traffic lanes, two in each direction; • construction of lanes dedicated to public transport; • construction of the two overpasses above Brândușei and Orlea streets; • development of pavements and bicycle lanes; • construction of the six bus stops; • development of intersections and the roundabout; • construction of rainwater collection and drainage systems; • construction and modernisation of utility networks; • installation of vertical and horizontal road signage; • installation of public lighting with a remote management system; • installation of the video surveillance system; • landscaping of green spaces and installation of street furniture; • execution of all related works necessary for the operation of the objective. B. Design and execution of the works resulting from the coexistence study The coexistence study concerns the existing electrical networks managed by Distribuție Energie Electrică România S.A. (DEER) – Alba Branch, which are affected by the construction of the mobility corridor. For the works resulting from the study, the contractor will ensure: • verification of the actual situation of the networks on site; • preparation of the technical design and execution details; • coordination of the documentation with the technical design of the road and overpasses; • verification of the documentation by authorised specialists; • submission of the documentation to DEER – Alba Branch for analysis and endorsement; • obtaining the necessary endorsements and approvals; • execution of the approved works; • performance of tests and checks and commissioning of the affected installations; • preparation and handover of the final and “as-built” documentation. Depending on the solutions established through the coexistence study, the works may include the protection, diversion, relocation, modification or decommissioning of the affected electrical installations. The design and execution activities will be carried out by economic operators holding ANRE certifications appropriate to the type of works and the voltage level of the installations. The documentation will be verified by authorised specialists in accordance with the applicable regulations. In accordance with the provisions of Article 160(1) of Law No. 98/2016, as subsequently amended and supplemented, the deadline by which any interested economic operator is entitled to request clarifications or additional information relating to the procurement documentation is 18 days before the deadline for the submission of tenders. In accordance with the provisions of Article 160(2) of Law No. 98/2016, as subsequently amended and supplemented, the contracting authority will respond clearly and completely to all requests for clarification/additional information 11 days before the deadline established for the submission of tenders, insofar as they are submitted by the deadline established in the contract notice. The project aims to construct a road corridor in the south-western area of the municipality of Alba Iulia, ensuring the connection of Bulevardul Revoluției and Ion Lăncrănjan Street with Bulevardul Ferdinand I and the Ring Road. The main objective is to divert traffic from the urban area towards the outskirts and close the municipality’s ring-road loop. The subject matter of this public procurement is the execution of works for the construction of the mobility corridor based on the technical design made available by the contracting authority, as well as the design and execution of the works resulting from the coexistence study. LOT 1 comprises the construction of a category II street, 2.3 km long and with a design speed of 50–60 km/h. The street cross-section includes:• four traffic lanes, two in each direction; • lanes dedicated to public transport; • pavements on both sides; • one-way bicycle lanes; • rows of green spaces; • six bus stops. The main planned areas and lengths are: 20,699 sqm of carriageway, 15,422 sqm of lanes dedicated to public transport, 4,700 m of bicycle lanes, 11,723 sqm of pavements and 12,224.66 sqm of green spaces. The route crosses Brândușei and Orlea streets via two overpasses located at km 0+575 and km 0+835. The first overpass provides a minimum clearance height of 5.50 m, while the second provides a clearance height of between 4.20 and 4.50 m, with the possibility of subsequent adaptation as part of the modernisation works for Orlea Street. The project includes road-safety and rainwater collection and drainage works, namely: • installation of 201 road signs; • application of longitudinal and transverse markings; • application of pedestrian-crossing markings; • development of pedestrian crossings on a red anti-skid surface; • green marking of areas where bicycle lanes cross the carriageway; • application of rumble markings near the roundabout at the intersection with Viilor Street; • construction of drainage systems sized to discharge water, including under high-intensity rainfall conditions. The landscaping provides for the planting of 660 trees adapted to local climatic conditions, including drought and extreme temperatures, as well as the installation of 59 benches and 68 waste bins. The proposed vegetation will contribute to improving the microclimate, reducing carbon dioxide and shading pedestrian and cycling routes. The utility networks will also be modernised as part of the investment. Provision is made for the construction of 1,845 m of water-supply network, 2,582 m of foul sewerage and 2,682 m of stormwater sewerage, as well as the installation of 116 drains, 91 manholes and three hydrocarbon separators. The procurement also comprises the works necessary to ensure coexistence conditions between the planned road infrastructure and the existing networks affected by the investment. Depending on the solutions established through the coexistence study, these may include works to protect, divert, relocate, replace, modify or decommission the networks and installations concerned. For the works resulting from the coexistence study, the contractor will prepare the necessary technical documentation, including technical designs and execution details, as applicable. The documentation will be coordinated with the technical design of the mobility corridor, verified by certified specialists and submitted for endorsement by the network operators or owners, in accordance with the legal requirements and the conditions stipulated in the procurement documentation. Following approval of the documentation, the contractor will execute the designed works and ensure testing and commissioning of the affected networks, as applicable. The coexistence solutions and sequencing of interventions will be coordinated with the road works, overpass works, drainage systems, utility networks and electrical installations so that continuity of services is maintained and works already executed are not affected. Public lighting will be provided through 129 modern, energy-efficient systems equipped with remote management. The corridor will also benefit from IP video cameras for surveillance of the site and transmission of images. The contract also includes the design and execution of the works resulting from the coexistence study, necessary for the protection, diversion, relocation and modernisation of the 0.4 kV and 20 kV electricity distribution networks managed by Distribuție Energie Electrică România S.A. – Alba Branch and affected by the construction of the mobility corridor. The low-voltage component mainly comprises the construction of a 0.4 kV underground electrical network with a total length of approximately 1,331 m, installation of 11 distribution cabinets, four metering and protection units and four poles, reconstruction of consumer connections, construction of earthing installations, as well as decommissioning of the existing overhead electrical network, including dismantling 26 poles and the related conductors. The medium-voltage component comprises replacement of the PTA 173 Alba pole-mounted transformer substation with a PTAB 173 Alba concrete-enclosed transformer substation equipped with a 250 kVA transformer, 20 kV and 0.4 kV installations, protection and control equipment and SCADA integration. Provision is also made for the construction of LES 20 kV circuits, relocation of the medium-voltage network in the area of the intersection with Brândușei Street, installation of new poles, decommissioning of existing installations and restoration of areas affected by the works. For these works, the contractor will ensure verification of the situation on site, preparation of the technical design and execution details, verification of the documentation by authorised specialists, obtaining endorsement from DEER – Alba Branch, execution of the works by ANRE-certified economic operators, performance of tests, and commissioning.
