The county road sector mentioned above has a deteriorated carriageway with multiple defects (potholes, cracks, fissures, porous surfaces) that highlight the aging of the road pavement, as well as unevenness, heaving, and ruts that indicate an insufficient load-bearing capacity of the road system. Furthermore, the evenness of the road pavement is inadequate for traffic to proceed safely and comfortably. The devices for collecting and discharging surface rainwater function poorly and, in most cases, are clogged. The rural population’s access to basic education and healthcare services is hindered by inadequate transport services, with a negative impact on the urban-rural flow of pupils, doctors, and teachers. The proposed modernization works are expected to increase traffic capacity by improving traffic flow, reducing the cost of transporting goods and passengers, reducing travel time, increasing traffic safety, reducing the number of accidents, raising the standard of living and the comfort of road users, and saving energy and time, thus resulting in a series of economic advantages, such as expanding trade and productive investment, increasing the competitiveness of economic operators and the efficiency of economic activities, and increasing workforce mobility. In exceptional cases, these were reduced to avoid expropriations/demolitions of buildings. In plan view, the centerline of the designed road sector has a total length of L= 12 542.64 m. In the longitudinal profile, the grade line was designed in compliance with the provisions of STAS 863 - 85 and ORDER 1296/2017 Technical Rules regarding the design, construction, and modernization of roads; the designed route follows the existing gradients of the county road as closely as possible. The designed longitudinal profile corresponds to a design speed of 30-60 km/h. The following criteria were taken into account when establishing the grade line: - gradients as low as possible over lengths as great as possible; - compliance with the minimum thickness of the designed road structure along the road centerline and at the edge of the carriageway; - provision of geometric elements in the longitudinal profile corresponding to a base speed of 30-60 km/h; - following the existing gradients as closely as possible, where feasible, or the elevations of existing accesses to facilitate access to properties; - compliance with mandatory elevation points: connections with other transport routes; The vertical curves were designed for values of m ≥ 0.5. Considering the existing situation on the ground and the importance of the county road, geometric elements corresponding to a technical class IV road with two traffic lanes were designed, in accordance with the Order approving the Technical Rules regarding the design, construction, and modernization of roads (Order of the Ministry of Transport No. 1296/30.08.2017, published in the Official Gazette of Romania, No. 746 718.09.2017).
