Opportunity description

The subject matter of the contract is the execution of the works for “Modernization of DJ152A, DJ151A and DJ151 Tg.Mureș (DN15E) – Band – Șaulia - Sărmașu - Bistrița Năsăud county boundary, Mureș County - stage I”. According to the technical design prepared by S.C. CIPROCONSTRUCT SRL, the construction of an asphalt-mix road structure and the construction of bridges that meet traffic and comfort requirements are proposed. Building Permit No. 28/28.11.2025 was issued by the Mureș County Council, valid for 24 months. The works relating to the organization of the execution of the works (DTOE) and diversion via bypass routes (temporary bridges) will follow a separate authorization procedure. The contractor will obtain, at its own expense, the building permit for the organization of the execution of the works (DTOE), documentation that will be prepared in accordance with Annex 1 to Law No. 50/1991 on authorizing the execution of construction works. Note: The number of days before the deadline for submission of tenders by which clarifications may be requested is: 18 days. The contracting authority will respond clearly, completely and unambiguously to all requests for clarification by publishing the consolidated response in the “List of clarifications, notifications and decisions” Section related to the contract notice, 11 days before the deadline established in the contract notice for the submission of tenders, provided that the request for clarification is submitted in due time. According to the PTH prepared by CIPROCONSTRUCT SRL, the construction of an asphalt-mix road structure and the construction of bridges are proposed. AC 28/28.11.2025 was issued by CJ MUREȘ, valid for 24 months. The works relating to the organization of the execution of the works (DTOE) and diversion via bypass routes (temporary bridges) will follow a separate authorization procedure. The contractor will obtain, at its own expense, the building permit for the organization of the execution of the works (DTOE), documentation that will be prepared in accordance with Annex 1 to Law No. 50/1991 on authorizing the execution of construction works. The main physical capacities to be achieved through the technical design: A. Works on county road DJ152A Stage I, which is the subject of this project, includes the modernization of county road DJ 152A between km 1+015 – km 18+736. In order to avoid the destruction of the road after it has been modernized during the execution of the water supply and sewerage works, between kilometer positions 9+353.5 – 11+551.5 (which represents the built-up area/non-built-up area boundary position of the locality of Berghia), the road will not be modernized at this stage; however, the bridge at km 11+136 (11+088.70) will be modernized/reconstructed. a) For the carriageway, the following was designed: New road structure: Removal of the existing road structure along the entire length of the roads; • Lower foundation layer of ballast, 35 cm thick; • Upper foundation layer of cement-stabilized ballast, 25 cm thick; • Base layer of AB 22.4 baza 50/70, 6 cm thick; After remedying the structural deterioration, the following road structure will ultimately be constructed: Road system repaired and prepared for recycling; • In-situ recycling with foamed bitumen and cement (at least the average thickness of the asphalt layers); • Binder course of BAD 22.4 leg 50/70, 6 cm thick; • Wearing course of BA 16 rul 50/70, 4 cm thick; b) Sidewalks: they will be constructed over a length of 10,450 m. c) Stormwater drainage systems Ensuring water collection: - Trapezoidal concrete ditches = 15310 m - Carriageway gutter = 6389 m - Carriageway gutter with shoulder = 398 m - Reinforced gutter = 258 m - Earth ditch = 2478 m - Longitudinal drain = 1884 m - Transverse culverts, of which 22 C2-type culverts, 3 Φ800 tubular culverts and 3 Φ600 tubular culverts d) Bus stops: 18 e) Bicycle lanes Within the built-up area of the locality, bicycle lanes will be constructed over a length of 14,893 m, one-way, located at the edge of the carriageway and separated from it by flexible bollards. The road structure of the bicycle lanes will be identical to that of the DJ. The bicycle lanes will be highlighted by coloring their surface green. The sections on which bicycle lanes will be constructed are: • Km 1+015 (Start) - Km 6+900 - left/right • Km 17+175 - Km 18+736.50 (end) - Left/right f) Side roads DJ152A intersects several roads of various categories; therefore, 77 side roads will be constructed. g) Car parks: 7 car parks for passenger cars will be constructed along the route of the county road. h) The DJ consolidation works will be carried out over a length of 440 m by constructing a retaining wall on bored columns and by constructing a continuous parapet foundation over a length of 970 m. i) Property accesses: 632 property accesses will be constructed. j) Traffic safety To achieve this, vertical signaling will be provided by installing road signs and horizontal signaling by applying road markings. Road safety barriers will be installed over a length of 6,269 m. Particular attention will be paid to the signaling of pedestrian crossings. In this regard, the following will be carried out: • Pedestrian crossings will be raised in order to reduce vehicle travel speeds. • On either side of the pedestrian crossings, 3 sets of rumble-strip markings will be installed to warn road users • For 25 m before the pedestrian crossings, red paints with an increased degree of adhesion will be applied • Pedestrian crossings will be equipped with signs fitted with intermittently and asymmetrically operating warning lights powered by solar panels. B. Bridge works The 5 existing bridges will be demolished and 5 new bridges will be built: - Bridge on DJ152A km 1+285.40 over Beșa Stream, in the locality of Sâncraiu de Mureș; - Bridge at km 7+167.50 over Cuiejd Stream; - Bridge on DJ152A km 8+316 (9+345.30) over Berghia Stream, in the locality of Berghia; - Bridge on DJ152A km 11+088.70 over Berghia stream, in the locality of Berghia; - Bridge on DJ152A km 18+719 over the Torrent, in the locality of Band C. Utility relocation To carry out the investment, the following utilities must be relocated: - Relocation of telecommunications networks - Relocation of water and sewerage networks, respectively relocation of the water distribution network – undercrossing by directional drilling in the bridge areas and in the areas of the DJ transverse culverts; - Relocation/protection of natural gas distribution networks over a length of 17164 m. The total estimated duration of the contract is 63 months, broken down as follows: • 24 months execution • 2 months acceptance upon completion of the works • minimum 36 months works warranty period/defects notification period • 1 month final acceptance of the works. The estimated contract value of 134,732,120 lei excluding VAT does not include “Miscellaneous and unforeseen expenses” amounting to 26,308,471.20 lei excluding VAT and the amount relating to “Expenses for establishing the implementation reserve for price adjustment” amounting to 24,775,558 lei excluding VAT, established in accordance with HG 907/2016.
