Preparation of technical documentation for obtaining the building permit (DTAC), technical design for the execution of the works (PT), technical assistance from the designer during the execution of the works, and execution of works for the investment objectives: LOT 1 “MODERNIZATION OF AFINELOR STREET, MUNICIPALITY OF ORADEA, BIHOR COUNTY” The types of works are those described in the design brief/specifications no. 212992 of 16.05.2025. LOT 2 “MODERNIZATION OF PARCULUI STREET, MUNICIPALITY OF ORADEA, BIHOR COUNTY” The types of works are those described in the design brief/specifications no. 213006 of 16.05.2025. LOT 3 “MODERNIZATION OF VIOLETELOR STREET, MUNICIPALITY OF ORADEA, BIHOR COUNTY” The types of works are those described in the design brief/specifications no. 222372 of 23.05.2025 The deadline by which any interested economic operator has the right to request clarifications or additional information in connection with the procurement documentation is 20 days before the deadline for submission of tenders. The contracting authority will respond clearly and completely to all requests for clarification on the 11th day before the deadline for submission of tenders. LOT 1 “MODERNIZATION OF AFINELOR STREET, MUNICIPALITY OF ORADEA, BIHOR COUNTY” Afinelor Street is located in the Episcopia neighborhood of the municipality of Oradea and consists of several sections totaling a length of 1,481.23 m. At present, the only access is via Căpșunilor Street. The area is bordered to the west by agricultural land, to the north by Crivățului Street, to the south by Plantelor Street, and to the east by Popasului Street and Crângului Street. The roadway is gravelled and contaminated with soil, there are no sidewalks, the stormwater collection system has not been provided for, water stagnates in puddles, and the public lighting is obsolete and partially missing. It is proposed to modernize the street, namely to develop the roadway, sidewalks, and intersections with adjacent streets, resolve stormwater drainage, and modernize and extend the public lighting, in order to ensure safe and comfortable conditions for road and pedestrian traffic. In this regard, the feasibility study concerning the investment objective “MODERNIZATION OF Afinelor STREET” was prepared and approved at the meeting of the Local Council of the municipality of Oradea, and it is necessary to procure the contract for preparing the following design stages: technical-economic documentation, technical documentation for authorizing the execution of the works, the technical design for the execution of the works, and technical assistance from the designer during execution, as well as execution of the works. Information on the benefits anticipated by the Contracting Authority The modernization of the street will create comfortable and safe traffic conditions both for residents and for all users. Through stormwater collection, the water will be collected and appropriately directed. In recent years, efforts have been made to expand the network of modernized streets; thus, through the implementation of the investment objective, the entire area will have a pleasant and modern appearance, pollution will be reduced, and residents’ comfort will increase. The documentation prepared will cover the entire actual length of the street, taking into account the preservation of the existing road structure, if possible, and the recovery and use of materials according to their condition. The feasibility study and the resulting technical-economic indicators for the objective were approved at the April 2025 meeting of the Local Council of the municipality of Oradea. It runs between Barbu Ștefănescu Delavrancea Street and I. C. Brătianu Park and is divided into two sections by Ion Eliade Rădulescu Street. The street is category IV, one-way, with a roadway width of 5.00–5.50 m and sidewalks on both sides along the section from Delavrancea, while the other section has an average roadway width of 3.50 m and sidewalks with a maximum width of 0.50 m on both sides. The roadway is asphalted but in poor condition, with deteriorated curbs and poor stormwater drainage. The water network is made of cast iron, and the sewer networks are combined concrete networks. The manhole covers are deteriorated. Street modernization works are required in order to ensure safe and comfortable conditions for road and pedestrian traffic. In this regard, the documentation for approving the intervention works concerning the investment objective “MODERNIZATION OF PARCULUI STREET” was prepared and approved at the meeting of the Local Council of the municipality of Oradea, and it is necessary to procure the contract for preparing the following design stages: technical-economic documentation, technical documentation for authorizing the execution of the works, the technical design for the execution of the works, and technical assistance from the designer during execution, as well as execution of the works.
