Romania – Satellite communications equipment – Supply with installation of a satellite communications system for T22R-type frigates

Opportunity description

The contracting authority wishes to purchase the equipment “Supply with installation of a satellite communications system for T22R-type frigates”, 2 complete sets, CPV Code 32531000-4, a purchase that will be carried out through the conclusion of a Framework Agreement for 24 months, the subject of which is the supply, installation and commissioning, in accordance with the requirements of the descriptive document. The Satellite communications system equipment for T22R-type frigates is intended to improve satellite communications during exercises and operations carried out. The competitive dialogue procedure will be finalized through the conclusion of a Framework Agreement with a duration of 24 months from signature by both parties, for the supply of the product Satellite communications system for T22R-type frigates, 2 complete sets, including installation and commissioning operations/works. Stages of the procedure: - Stage I: qualification of candidates; - Stage II: the dialogue will take place only with candidates admitted following the selection; - admitted candidates will have the possibility, upon request, to visit the vessels in order to prepare preliminary solutions; - after receipt of the technical solutions for the descriptive documentation, the evaluation committee will establish a schedule of meetings with the selected candidates who submitted these solutions, for the purpose of identifying solutions/options relating to technical aspects, financial arrangements, issues related to the legal framework and any other elements of the future contract; - the dialogue with candidates admitted following the selection will take place until the appropriate solution/solutions necessary for the objective needs of the contracting authority is/are identified; - depending on the tenderers’ solutions from Stage II of the dialogue, the contracting authority will revise the descriptive documentation that will form the basis for the preparation of the final tenders by the candidates; - if viable solutions cannot be identified, the contracting authority has the right to cancel the award procedure; - Stage III: submission of final tenders based on the solution/solutions identified in the previous stage (technical proposals and financial proposals) by the selected candidate/candidates invited to participate; - application of the award criterion and determination of the winning economic operator; Appeal period: 10 days, starting from the day following the date of becoming aware; Signature of the framework agreement: after the expiry of the period for submitting appeals; Number of days before the deadline for submission of requests to participate/tenders by which clarifications may be requested: 10 days. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 8th day before the deadline set for the submission of requests to participate/tenders.
