Opportunity description
The main purpose of this project is to create a new platform as an extension of the existing national platform and connect it to the International Phasor Data Exchange (located in Prague within CEPS - the Czech TSO), an international platform used jointly, covering extensive network areas and implicitly cross-border network backbones, with access to and data exchange between the regional interconnection partners. The new Platform will be implemented in a redundant structure and will ensure the exchange of operational data between the Transmission and System Operators of Romania, the Czech Republic, Slovakia, Bulgaria and Hungary with a high level of security, for monitoring operation and analyzing events of interest on extensive (cross-border) electricity transmission backbones. The new national Platform will enable the collection and processing of specific data (angle differences, node voltages, frequencies, frequency derivatives, active and reactive power flows), under secure conditions and with an appropriate level of redundancy, with resolution on the order of milliseconds for monitoring the main interconnected electricity transmission backbones, as well as sharing them through the International Phasor Data Exchange (IPDE) with the other TSOs in the region, with the possibility of extended monitoring of the stability and operational security of the interconnected power system. For carrying out the procurement “National Phasor Data System (NPDS) connected to International Phasor Data Exchange - National Synchrophasor Platform, connected to the International Phasor Data Exchange Platform (IPDE)”, the Contractor will provide: • Design • Technology engineering • Manufacturing • Delivery • Installation • Testing • Commissioning under a turnkey contract for “National Phasor Data System connected to International Phasor Data Exchange - National Synchrophasor Platform, connected to the International Phasor Data Exchange Platform (IPDE)” Number of days before the deadline for submission of tenders by which clarifications may be requested: 21 The contracting entity will respond clearly and completely to all requests for clarification/additional information in two stages, as follows: - on the 17th calendar day following publication of the contract notice and - on the 11th calendar day before the deadline for submission of tenders.
