The procurement of wooden sleepers for the railway is necessary to ensure the material base for track maintenance/repair works, works carried out for the purpose of maintaining it within the instructional tolerances regarding gauge, horizontal/vertical alignment, stability, so that train traffic can operate at the designed speeds. To ensure the performance of routine infrastructure maintenance and repair activities by replacing unsuitable wooden sleepers and maintenance works involving the consecutive replacement of track superstructure elements., CNCF CFR SA intends to conclude a framework supply agreement for “Impregnated wooden sleepers for the railway– beech wood” for a period of 4 (four) years. Any interested economic operator has the right to request clarifications/additional information regarding the procurement documentation up to the 22nd day before the deadline for submission of tenders. The contracting entity will respond clearly and completely to all requests for clarifications/additional information regarding the procurement documentation on the 12th day before the deadline for submission of tenders. The contracting entity will not respond to requests for clarification submitted after the established deadline. Any request for clarification must be submitted in SEAP, signed with an extended electronic signature. The contracting entity wishes to conclude a framework agreement for a period of 4 years (48 months) for the procurement of Impregnated wooden sleepers for the railway—beech wood. Following analysis of the existing situation on the CNCF “CFR”-SA railway network regarding the technical condition of the wooden sleepers that form part of the railway superstructure, in order to meet the safety criterion for the operation of railway vehicles, the need was identified to procure a minimum of 8,000 pcs. / maximum 24,000 pcs. annually (min 32,000/max 96,000 pcs. total framework agreement) normal impregnated wooden sleepers, and a minimum of 4,000 cu. m. / maximum 16,000 cu. m. annually (min 16,000/max 64,000 cu. m. total framework agreement) special impregnated wooden sleepers (for track equipment; for bridges; for broad-gauge track, length 2.80 m, and for dual-gauge track, length 3.10 m.).
