Opportunity description
The acquisition of the Program will ensure efficiency, operational safety, information security, reliability, and flexibility in the operational planning activity for performing dynamic analyses and SEN stability simulations. In this context, the use of appropriate specialized programs will enable CNTEE Transelectrica SA to fulfill the obligations provided for by the national legislation and the European regulations/directives in force, applicable to: 1) Dynamic analyses and SEN stability simulations: • calculations regarding the transient stability of CNE Cernavodă and identification of the CEE production limits in order to maintain SEN stability; • determination of the critical fault clearance time; • verification of the transient stability of existing or new power plants, for example: CHE Porțile de Fier I, CHE Lotru, CECC OMV Brazi, CECC Mintia, CECC Iernut; • verification of the appropriate parameterization of the control systems associated with synchronous generators, power stabilizers, converters, FACTS-type devices, etc.; 2) Analysis of the operation of the system automation systems installed in the SEN; 3) Dynamic verification of the SEN defense measures; 4) Dynamic verification of restoration paths. Technical specifications (minimum) in terms of technical capabilities: • Conversion module; • Module for managing input data; • Graphical interface module; • Module for creating dynamic models; • Dynamic simulation module; • Results processing module. The use of this program requires the inclusion of maintenance, technical support, and Program update services for the purchased licenses, considering the continuous development of the application and the need to ensure permanent access to its latest versions. Database migration and modeling services are also required to ensure the transition from the current program used by the National Energy Dispatcher to the newly purchased one, as well as personnel training services for the newly purchased program. Number of days before the deadline for submission of tenders by which clarifications may be requested: 21 The contracting entity will respond clearly and completely to all requests for clarification/additional information in two stages, as follows: - on the 17th calendar day after publication of the contract notice and - on the 11th calendar day before the deadline for submission of tenders. The contracting entity will respond only to requests for clarification submitted by economic operators by the established deadline, The main object of the contract is the supply of: • 10 perpetual Program licenses: 7 sever-type licenses and 3 “stand alone” licenses; • maintenance, technical support, and Program update services for the purchased licenses for a duration of 36 months; • 10 working days of training services, totaling at least 80 hours; • database migration and modeling services for a duration of 12 months. The duration of the contract includes a period of 39 months, of which 1 month is for delivery of the Program and licenses, 1 month for their installation on the CNTEE Transelectrica SA infrastructure, 1 month for testing and acceptance of the Program, and 36 months for maintenance, technical support, and Program updates. In addition, 10 days are provided for user training, for a minimum of 10 people and a minimum of 80 hours, while 12 months are provided for migration and modeling of the dynamic database, as well as two months for testing and validating the migration and modeling of the dynamic database.
