Design (DTAC+PT+CS+DE) + technical assistance during the execution of the works and execution of works related to the investment objective “SARATA PHOTOVOLTAIC PANEL PARK”. The number of days before the deadline for the submission of tenders by which economic operators may request clarifications: 20 days. The contracting authority will respond to all requests for clarification and/or additional information received from economic operators in connection with the procurement documentation 10 days before the deadline for the submission of tenders. The estimated value of the procurement is 20.550.373,85 lei excluding VAT, of which: Stage I design + technical assistance: 130.000,00 lei excluding VAT Stage II execution of works: 20.420.373,85 lei excluding VAT. The Municipality of Bistrița concluded financing contract no.1063/28.05.2025 with the Ministry of Energy for the implementation of the project “Sărata Photovoltaic Panel Park”, financed through the modernization program (MEFM) managed by the Ministry of Energy. Specific objective I – ESTABLISHMENT OF AN ENERGY PRODUCTION UNIT USING RENEWABLE SOURCES, NAMELY SOLAR SOURCES The objective concerns the procurement of technological equipment with and without installation, as well as works, for the purpose of establishing an energy production unit using solar sources. The specific objective provides for the performance of the specific works required to operationalize a renewable energy production unit characterized by the following functional parameters: - Newly installed capacity for producing energy from renewable sources: 3.961,44 kWp / 3.900 kW AC; - Net primary energy production of 391,16 t.e.p./year from renewable sources; - Total net electricity production of 86.623,20 MWh over a period of 20 years; The specific objective is correlated with the indicators undertaken through the Financing Application, contributing to ensuring that a significant share of the Municipality of Bistrita’s electricity requirements is met from renewable sources, namely solar sources. Specific objective II – REDUCING THE CARBON FOOTPRINT AND PROMOTING THE USE OF ENERGY FROM RENEWABLE SOURCES The specific objective provides for reducing the carbon footprint of the Municipality of Bistrita by reducing greenhouse gas emissions resulting from the production of the energy required to carry out its own activities. In this regard, implementation of the investment project contributes to reducing greenhouse gases by 53.004,74 tonnes of CO2 equivalent over a period of 20 years (considering a conversion factor of 0,6119 tonnes CO2 equivalent/MWh). Furthermore, the specific objective provides for promoting the use of energy from renewable sources, with implementation of the investment project contributing to ensuring self-consumption from renewable sources instead of using energy originating from sources that generate greenhouse gas emissions. The specific objective concerns the use of 100% of the electricity produced by the photovoltaic power plant for the Municipality of Bistrita’s self-consumption. The “Sărata Photovoltaic Panel Park” project will be implemented on land located outside the built-up area of the municipality of Bistrița, covering an area of 47.593 sq. m, identified by cadastral number 93614, in the pasture category.
