Romania – Special-purpose road passenger-transport services – Unassisted medical transport of hemodialysis patients

Opportunity description

The procurement is being carried out to improve the quality of medical care. Thus, it is proposed that Bistrita County Emergency Hospital conclude a framework agreement for the medical services ’’Unassisted medical transport of hemodialysis patients’’ from the patient’s home to the hemodialysis center and back. The deadlines by which the contracting authority will respond clearly and completely to all requests for clarification/additional information submitted by interested economic operators: on the 11th day before the deadline established in the contract notice for the submission of tenders. The number of days before the deadline for the submission of tenders by which clarifications may be requested is 18 days. The general objective to which the provision of medical services contributes concerns the procurement by Bistrita County Clinical Emergency Hospital of transport services to and from home for hemodialysis patients, with regard to ensuring the provision of medical care in accordance with the legal provisions. In the context of the general objective presented above, the specific objectives concern raising the quality level of the medical services in the fields of activity of the procured medical care services for hemodialysis patients. The organization of the procedure for awarding the public procurement framework agreement for services – Unassisted medical transport of hemodialysis patients, is carried out through the specialized department within Bistrita County Clinical Emergency Hospital. ”the stage of organizing the contract/framework agreement award procedure begins with the transmission of the procurement documentation in SEAP and ends upon conclusion of the public procurement contract/framework agreement”, Article 10 of Government Decision 395/2016. Estimated quantities, calculated for the contract implementation period of 36 months: Minimum estimated quantity Subsequent contract (3 months) –86,250.00 km, Minimum estimated value of the CS (3 months) - 314,812.50 lei; Maximum estimated quantity Subsequent contract (9 months)– 337,500.00 km, Maximum estimated value of a CS (9 months) – 1,231,875.00 lei; Minimum estimated quantity Framework agreement (36 months) – 1,035,000.00 km, Minimum estimated value of the AC- 3,777,750.00 lei; Maximum estimated quantity Framework agreement (36 months)– 1,350,000.00 km, Maximum estimated value of the AC (36 months) - 4,927,500.00 lei.
