Romania – Street-lighting maintenance services – Delegation of the management of the public lighting service for maintenance and repair activities of the public lighting system, as well as for the inspection, repair, installation and dismantling of ornamental-festive lighting in the municipality of Odorheiu Secuiesc

Opportunity description

The subject of the contract is the delegation of the management of certain component activities of the Public Lighting Service of the Municipality of Odorheiu Secuiesc, by awarding to a specialized operator the activities of operation, maintenance, inspection, repair and intervention on the existing system, including the related remote management and communication systems, as well as activities concerning ornamental-festive lighting. The main categories of activities are: • maintenance and repair of the existing public lighting system; • inspection of and intervention on the system components; • maintenance of street-roadway, street-pedestrian and architectural lighting; • interventions in the event of breakdowns and malfunctions, as well as routine and scheduled repairs; • inspection, repair, installation and dismantling of ornamental-festive lighting elements and installations; • setting up temporary electrical installations and providing intervention personnel for events organized or supported by the Municipality; • management of the related remote management and communication systems; • management and updating of the digital records of the infrastructure and interventions; • collection, transport and delivery of WEEE/resulting waste to authorized operators, ensuring traceability. Investments concerning the extension of the system, the construction of new networks or the general modernization of the public lighting system are not covered by this contract. Only maintenance, repair and targeted replacement works on defective or worn components necessary to keep the existing infrastructure in proper working condition are permitted. The quantities in the technical and financial annexes are estimates. The contracting authority does not guarantee that all estimated quantities will be ordered or that the maximum contract value will be reached. Payment is made for activities actually ordered, performed, substantiated and accepted, at the unit prices offered. Over the 4-year period, the estimated activities include, among others, interventions on lighting points, replacement of existing lighting fixtures, repairs to overhead and underground lines, replacement of cables, fault-detection operations, repairs to switching points, interventions on poles and foundations, as well as installation/dismantling and repair activities for ornamental-festive installations.
