Delegation of the management of the public lighting service within the Municipality of Miercurea Ciuc for the activities of managing, administering, operating and maintaining the public lighting system and providing festive ornamental lighting, for a period of 4 years, with the possibility of extension by a maximum of 2 years. Maintenance of the public lighting system • Maintenance of the public lighting system includes maintenance of the lighting of roads and pedestrian routes. Architectural lighting • Maintenance of the current equipment used for the architectural lighting of certain sites in the Municipality of Miercurea Ciuc. Festive lighting • Provision of festive lighting for the winter holidays using materials from the Municipality of Miercurea Ciuc’s stock. • Provision of electricity on the occasion of holidays and/or cultural, sporting, religious, etc. events organized or supported by the Municipality of Miercurea Ciuc. On the occasion of these events and holidays, operational intervention personnel will also be provided. Festive lighting • Provision of festive lighting for the winter holidays using materials from the Municipality of Miercurea Ciuc’s stock. • Provision of electricity on the occasion of holidays and/or cultural, sporting, religious, etc. events organized or supported by the Municipality of Miercurea Ciuc. On the occasion of these events and holidays, operational intervention personnel will also be provided. The public lighting service shall be provided in such a way as to ensure: a) continuous checking and monitoring of the operation of low-voltage electrical networks, transformer substations, distribution boxes and lighting fixtures; b) correction and adaptation of the operating regime to the user’s requirements; c) quality control of the service provided; d) maintenance of all components of the public lighting system; e) keeping the public lighting system operational at the designed parameters; f) the measures necessary to prevent deterioration of the components of the public lighting system; g) preparation or updating, as applicable, of the technical documentation necessary to achieve economical and safe operation; h) compliance with equipment suppliers’ instructions; i) operation of the lighting installations in accordance with the approved programs; j) compliance with internal instructions/procedures and updating of documentation; k) compliance with the service regulations approved by the local public administration authority or the community development association, as applicable, in accordance with the law; l) operation based on the principles of economic efficiency, with the objective of reducing the specific costs of providing the public lighting service; m) maintaining the capacities for providing the service and operating them efficiently, through systematic monitoring of the behavior of electrical networks and equipment, their maintenance, planning of major repairs, and prompt performance of routine inspections/repairs at minimum cost; n) fulfillment of the quality indicators for the service provided, specified in the service regulations; o) conclusion of contracts with suppliers of utilities, services, materials and spare parts, by applying the competitive procedures imposed by the legal rules in force concerning the procurement of works or goods; p) efficient development/modernization of the public lighting system in accordance with the development/modernization programs prepared by the local council or with its own programs approved by the local public administration authority; q) a system through which it can receive information or provide advice and information regarding any problem or incidents that affect or may affect the safety, availability and/or other performance indicators of the lighting services; r) ensuring, throughout the period of service provision, qualified personnel in sufficient numbers to perform the activities covered by the public lighting service; s) the monitoring and recording of the approved performance indicators for the public lighting service shall be carried out by the operator on the basis of a specific procedure; ș) establishment and application of a system for communicating with beneficiaries regarding new regulations concerning the public lighting service and amendments to the relevant legislation. Within 60 calendar days from the date on which the public lighting service is entrusted, it shall present to the local public administration authority how this system is organized; t) informing the user and beneficiaries about the annual planning of repairs/inspections to be carried out on the public lighting system.
