The works and services for the retrofitting of the 110/6kV electrical substation that will be performed and delivered are part of the general investment objective of the project Research activities and experimental infrastructure for demonstrating lead-cooled fast reactor technology – 4ALFRED. The contracting authority will respond to all requests for clarification on the 11th day before the deadline for submission of tenders. Number of days before the deadline for submission of tenders/applications by which clarifications may be requested: 18 days. Currently, the international scientific community is facing a shortage of adequate experimental facilities required for conducting specific experiments both regarding advanced aspects of LFR technology and for testing and characterizing prototypes of components and systems with a view to their qualification, mandatory stages in the licensing process for the ALFRED demonstration reactor. In this context, it became necessary to define a research infrastructure at European level capable of meeting these requirements. Thus, the HELENA 2, ELF, Hands-ON and Meltin’Pot facilities proposed in the 4ALFRED project were designed on the basis of a detailed analysis of the needs and unresolved issues in the LFR field. This infrastructure was conceived by clearly establishing its purpose, objectives, scope and technical characteristics, in order to provide a high degree of flexibility in addressing and resolving both the current identified challenges and new aspects that may arise in the evolution of LFR technology. The supply of electricity to the building serving HELENA 2 and ELF, together with all the related experimental facilities, will be provided from the existing 110/6 kV transformer substation on the RATEN ICN platform, with a view to increasing its power to an installed capacity of approximately 16.5 MW, in order to provide the electrical power required for the operation of the facilities and the conduct of the experimental campaigns and research and development activities proposed within the 4ALFRED project. Thus, connecting new large consumers, such as the 4ALFRED experimental facilities, requires adapting the capacity of the 110/6kV substation to ensure compatibility with the additional power flows and to prevent congestion. In addition, equipment operated close to its design limits leads to increased technical losses, voltage variations and deterioration of power quality parameters. Expanding the capacity allows the operating regime to be optimized. In addition, implementing advanced monitoring, protection and control technologies entails changes to the substation architecture, with the increase in capacity being, in this case, an integrated component of the retrofitting process.
