On 26.09.2025, the contracting authority signed with the North-West Regional Development Agency, in its capacity as Managing Authority, financing contract no. 375/26.09.2025, SMIS code 338511, entitled “Integrated traffic monitoring and smart mobility system in the municipality of Satu Mare”, which aims to achieve the investment objective “Public and road transport traffic management – components: bus stops and intersections” through the North-West Regional Programme 2021-2027 – Increased use of public transport and other forms of environmentally friendly urban mobility (Urban mobility)". The Municipality of Satu Mare intends to extend the traffic management system for public transport and establish and modernize SMART bus stops, aimed at increasing the attractiveness of public transport and shifting as many journeys as possible toward this means of transport, to the detriment of travel by personal vehicle, by increasing accessibility, attractiveness and safety, and the efficiency of public transport, with positive effects on reducing pollution and energy consumption. The modernization of public transport infrastructure, the real-time information system, and the promotion of smart solutions to increase the attractiveness and accessibility of public transport will directly lead to an improvement in the quality of life of the municipality’s citizens. Increased citizen safety in public spaces will also be ensured by introducing a video surveillance system at public transport stops. At the same time, the Municipality of Satu Mare is considering the extension and modernization of intelligent transport systems in order to increase road safety and optimize urban traffic. The municipality’s road network has a radial structure, with four major access directions, while crossings of the Someș River and the railway are limited, constituting natural barriers that frequently generate congestion areas. At the same time, the predominance of collector-category streets leads to heavy traffic at the main intersections, which requires the adoption of modern traffic regulation and control solutions. In this context, the proposed investment concerns the implementation of an integrated road traffic signalization and monitoring system, complementary to the public transport management system, contributing to the creation of a unified smart urban mobility system. The project entails the signalization of 37 intersections / pedestrian crossings located on the municipality’s main thoroughfares, 15 LPR camera locations and 5 speed-sign display locations, as well as their integration into a centralized command and control system; the contracting authority will respond to requests for clarification on the 11th day before the deadline for submitting tenders. At the same time, the number of days before the deadline for submitting tenders/applications by which clarifications may be requested is 20 days. The local public transport service falls within the sphere of public utility community services and comprises all public utility actions and activities of general economic and social interest carried out at the level of administrative-territorial units for the purpose of providing local public transport. The modernization/extension of the specific public transport infrastructure and the interventions will have the effect of increasing the quality and efficiency of the public transport service and will implicitly lead to attracting an additional number of passengers who are beneficiaries of the service. The investment objective seeks: 1. The creation of a command and control center for the smart stop system and an information system that allows citizens to access real-time public transport information, including journey-planning facilities and specific functionalities for persons with disabilities. 2. The establishment and modernization of 100 smart public transport stops of various sizes, in order to increase passenger satisfaction and increase the use of public means of transport. By carrying out the investment, the following objectives are pursued: Safety and security: • Increasing safety and security by introducing the video monitoring system at public transport stops; Economic efficiency: • Making public transport more efficient by increasing the number of users due to the increased attractiveness and accessibility of this mode of travel; respectively by reducing journey times and fuel consumption; • Increasing the efficiency of public transport through better correlation of the transport supply with actual travel demand; respectively increasing the attractiveness of public transport and the percentage use of this mode of transport; Environment: • Reducing pollution, including noise pollution, caused by urban traffic. Quality of the urban environment: • Increasing citizens’ accessibility to points of interest in the project’s area of influence through the use of alternative modes of travel; • Improving the quality of life of the citizens of the Municipality of Satu Mare by providing public transport stops and, respectively, real-time information on urban traffic; the contracting authority will respond to requests for clarification on the 11th day before the deadline for submitting tenders. This report substantiates the necessity and opportunity of implementing a road traffic signalization and monitoring system in the Municipality of Satu Mare, in correlation with the objectives undertaken through financing contract no. 375/26.09.2025, SMIS code 338511, entitled “Integrated traffic monitoring and smart mobility system in the municipality of Satu Mare”, financed through the North-West Regional Programme 2021–2027. The implementation of this investment is consistent with the objectives of the financed project and contributes directly to: Safety and security: • increasing road and pedestrian traffic safety through intelligent traffic regulation and video monitoring of intersections; • reducing the risk of road accidents; Economic efficiency: • improving traffic flow and reducing journey times; • reducing fuel consumption and optimizing transport costs; • correlating traffic flows with public transport in order to increase its attractiveness; • Environment: • reducing pollutant emissions and noise pollution generated by road traffic; Quality of life: • improving urban mobility and accessibility to the main points of interest; • increasing citizens’ comfort and safety in public spaces. This investment ensures complementarity with the public transport modernization measures (smart stops, real-time information, traffic management systems), contributing to achieving the objectives established through the call for projects PRNV/2023/481.A/1 – Priority 4: A region with sustainable multimodal urban mobility, respectively promoting sustainable urban mobility and reducing carbon emissions.
