Opportunity description

The forest management planning services will be awarded in 2026 (2027 field phase) through the conclusion of a public procurement contract for the Dumbraveni Forest District. The area of the Dumbraveni Forest District subject to forest management planning is 8236.88 ha. The services involve the preparation of the forest management plan, a product of the forest management planning activity with technical and organizational content, ecologically substantiated, whereby the works necessary to be carried out in a production unit are established for a period of time, for the purpose of bringing and subsequently maintaining the structural characteristics of the stands and of the forest as a whole at the values corresponding to the optimal structural model defined in accordance with the ecological, social, and economic objectives pursued through sustainable management. Pursuant to the provisions of Art. 63 para. (11) of Law No. 331/2024 on the Forestry Code, as subsequently amended and supplemented, forest management plans must be prepared through public procurement procedures. The management planning of the state-owned public forest estate constitutes a priority obligation of the forest estate administrators. The manner of managing the state-owned public forest estate is regulated through forest management plans. Forest management plans and amendments thereto are approved by order of the head of the Authority. In the case of state-owned public land, the management plans provide the data and information necessary for its registration/updating in the centralized inventory of assets in the public domain of the state and for registration in the integrated cadastre and land register system. Requests for clarification submitted by tenderers during the publication period of the contract notice may be made no later than 15 days before the deadline for submission of tenders. The contracting authority will respond to all requests for clarification submitted in compliance with the above deadline, once, in a consolidated manner, 10 days before the deadline for submission of tenders. Services for the preparation of the forest management plan for the state-owned public forest estate managed by the Sibiu Forestry Directorate–Dumbraveni Forest District, 2027 field phase, for an area of 8236.88 ha. The services include preparatory work, field data collection, data processing and drafting of the forest management plan, preparation and development of the GIS database and forest management maps, preparation of the necessary environmental documentation, obtaining the regulatory act issued by the competent environmental protection authority, presentation of the documentation before the Technical Approval Commission for Forestry (CTAS), and obtaining the order approving the forest management plan.
