Opportunity description

The forest management planning services will be awarded in 2026 (field phase 2027) through the conclusion of a public procurement contract for the Sascut Forest District. The total area of the Sascut Forest District is 6725.70 ha. The services involve the preparation of the forest management plan, a product of the management planning activity with technical and organizational content, ecologically grounded, through which the works necessary to be carried out in a production unit are established for a period of time, for the purpose of bringing and, subsequently, maintaining the structural characteristics of the stands and of the forest as a whole at the values corresponding to the optimal structural model defined in accordance with the ecological, social and economic objectives pursued through sustainable management. Pursuant to the provisions of Art. 63 para. (11) of Law No. 331/2024 on the Forestry Code, as subsequently amended and supplemented, it is necessary for forest management plans to be prepared through public procurement procedures. The management planning of the state-owned public forest fund constitutes a priority obligation of the forest fund administrators. The manner of managing the state-owned public forest fund is regulated through forest management plans. Forest management plans and amendments thereto are approved by order of the head of the Authority. In the case of state-owned public land, the management plans provide data and information necessary for its registration/updating in the centralized inventory of assets in the state's public domain and for registration in the integrated cadastre and land registry system. Requests for clarification submitted by tenderers during the publication period of the contract notice may be made no later than 15 days before the deadline for submission of tenders. The contracting authority will respond to all requests for clarification submitted in compliance with the above deadline, once, in a consolidated manner, 10 days before the deadline for submission of tenders. Services for the preparation of the forest management plan for the state-owned public forest fund administered by the Bacau Forestry Directorate – Sascut Forest District, field phase 2027, for an area of 6725.70 ha. The services include preparatory works, field data collection, data processing and drafting of the forest management plan, preparation and development of the GIS database and forest management maps, preparation of the necessary environmental documentation, obtaining the regulatory act issued by the competent environmental protection authority, presenting the documentation before the Technical Approval Commission for Forestry (CTAS), and obtaining the order approving the forest management plan.
