The provision of technical support services is requested for the SIVECO Applications 2011 software products held by the contracting authority. APIA holds a total of 1,545 SIVECO Applications 2011 licenses, broken down as follows and for which technical support services must be provided in accordance with the requirements of the specifications: No. Component Number of licenses 1. Management of payments to beneficiaries under European schemes 450 Total 1,548 A framework service agreement will be concluded for a period of 36 months with a single economic operator. On the basis of the framework agreement, subsequent contracts will be awarded that will constitute the legal basis for payment, depending on the contracting authority's needs. The subsequent contracts will be concluded in compliance with the monthly unit rates/type of licensable module (component) stipulated in the framework agreement, updated where applicable, and within the allocated budget funds. The monthly unit rates stipulated in the framework agreement, updated where applicable, will govern all subsequent contracts to be awarded during the performance of the framework agreement. The framework agreement will be concluded with a single economic operator Duration of the framework agreement: Duration in months: 36 months. Estimated timetable for applying the framework agreement award procedure: It is estimated that the Framework Agreement will apply during the period: January 2026 – January 2029. It is estimated that between 2 and 4 subsequent contracts will be awarded per year, depending on APIA's needs, whenever such a need arises. The detailed description of the services requested to be performed, as well as the technical requirements for the services, are presented in the Specifications. Economic operators may request clarifications 18 days before the deadline for submission of tenders. The contracting authority will prepare and post in SEAP the response to all requests for clarification submitted within the above deadline, on the 11th day before the deadline for submission of tenders. The estimated maximum and minimum quantities of support services expected to be performed during the term of the framework agreement and during the term of a subsequent contract, respectively, relating to the licensed SVAP applications 2011 software components/products (licenses), are detailed and tabulated in the annex at the end of the specifications. Estimated maximum and minimum values of the framework agreement and of a subsequent contract:  The maximum estimated value of the Framework Agreement is 11,689,253.64 lei excluding VAT, for a maximum quantity of support services relating to a maximum number of 1.5485 “SIVECO Applications 2011” licenses for a period of 36 months,.  The minimum estimated value of the framework agreement is 1,141,377.48 lei excluding VAT, for a minimum quantity of support services relating to a minimum number of 636 “SIVECO Applications 2011” licenses for a period of 8 months,  The maximum estimated value of the largest contract subsequent to the framework agreement is 2,428,470.48 lei excluding VAT for a maximum quantity of support services relating to a maximum number of 1,377 “SIVECO Applications 2011” licenses for a period of 8 months  The minimum estimated value of a contract subsequent to the framework agreement is 142,672.19 lei excluding VAT for a minimum quantity of support services relating to a minimum number of 636 “SIVECO Applications 2011” licenses for a period of 1 month - Note: The contracting authority is not obliged to procure services for the entire estimated value of the framework agreement.
