Supply of consumables for collecting biological samples under the ROGEN project, project code 324809. The procurement is structured into 4 lots, named: Lot 1 – Packaging, Lot 2 - Medical supplies for blood collection, Lot 3 - Test tubes and blood collection accessories for diagnostics, Lot 4 - Blood collection tubes for research. In accordance with Art. 160 para. (1) of Law No. 98/2016, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information concerning the procurement documentation is [21] days before the deadline for submission of tenders. In accordance with Art. 160 para. (2) of Law 98/2016, the CA establishes a deadline by which it will respond to all requests for clarification/additional information, on the 12th day before the deadline for submission of tenders. The procedure for awarding the public procurement contract is initiated subject to this suspensive clause, in the sense that the conclusion of the public procurement contract is conditional upon the allocation of budget appropriations for this purpose, with the contract being signed in compliance with the provisions concerning the commitment of expenditure from budgets falling under the legislation on public finances. Considering the provisions of Law No. 98/2016 on public procurement and Government Decision No. 395/2016, with subsequent amendments and additions, UMF Carol Davila Bucharest, as Contracting Authority, specifies that it will conclude the contract with the tenderer declared the winner only insofar as the funds necessary for the procurement are secured. If, regardless of the reasons, the funds related to this procurement procedure are not allocated for a period of 6 months from the date of approval of the Procedure Report, the award procedure will be cancelled by operation of law, provided that there is no other source of financing, in accordance with the provisions of Art. 212 para. (1) letter c), sentence 2 of Law 98/2016, with subsequent amendments and additions, making it impossible to conclude the public procurement contract. Tenderers are required to keep their tender submitted under the procurement procedure valid and unchanged until the public procurement contract is signed. Tenderers in this procedure understand that the Contracting Authority cannot be held liable for any loss in the event of cancellation of the award procedure, regardless of its nature and regardless of whether the Contracting Authority was notified of the existence of such loss. Tenderers in this procedure accept the use of the above special conditions/suspensive clause, assuming full liability in relation to any losses they might incur in the situation described. The maximum period for which the suspensive clause applies is 6 months, so that, if the condition of signing the financing contract is not met, the award procedure is cancelled. Supply of cardboard box 200x150x50 mm = 6,000 pcs., in accordance with the requirements of the Tender Specifications Supply of medical supplies for blood collection: - Disposable latex gloves = 12,000 pcs. - Sterile compresses, packets with 2 compresses 75x75 mm, = 6,000 pcs. - Alcohol-impregnated swabs 60 x 30 mm = 12,000 pcs. - Post-injection plaster, diameter 22 mm = 6,000 pcs. in accordance with the requirements of the Tender Specifications Supply of test tubes and blood collection accessories for diagnostics: - Collection set with Luer-type adapter and test tube holder = 6,000 pcs. - Serum separation tube, with gel, 8 ml – 8.5 ml = 7,700 pcs. - Serum separation tube, with gel, 5 ml = 6,000 pcs. - EDTA tube 4 ml = 6,000 pcs. - EDTA tube, 9 ml – 10 mL = 6,000 pcs. - EDTA tube, 6 ml = 1950 pcs. - Heparin tube, 4 ml = 2,170 pcs. in accordance with the requirements of the Tender Specifications. Supply of blood collection tubes for research: - RNA stabilizer tube, 2.5 ml = 1,520 pcs. - Tube for mononuclear cell isolation, 8 ml = 600 pcs. in accordance with the requirements of the Tender Specifications.
