Services for the preparation of the technical-economic documentation, PT + PAC + DDE phase + technical assistance from the designer during the execution of the works + Energy performance certificate for the buildings related to the investment + documentation for obtaining the Fire Safety Authorization + documentation for approvals (if applicable) and Execution of works for the project “Increasing energy efficiency within the Marin Sorescu High School of Arts R.E.N.O.V.-ART Craiova Building C1 and Building C2” SMIS Code 355784, according to the requirements of specifications no.204015/16.06.2026. The general objective of the project consists of reducing greenhouse gas emissions by implementing energy-efficiency measures and using renewable energy sources in public buildings in the municipality of Craiova. The specific objectives of the project are: Specific obj. 1: improvement of the energy performance of Buildings C1 and C2, with a proposed total usable area of 3092,40 sq m, belonging to the Marin Sorescu High School of Arts in the municipality of Craiova, through in-depth energy renovation Specific obj. 2: reduction of energy consumption related to Buildings C1 and C2 belonging to the Marin Sorescu High School of Arts through the use of renewable energy sources, namely the installation of 174 photovoltaic panels, of which 120 panels on Building C1 and 54 photovoltaic panels on Building C2This investment falls within the policy on sustainable territorial development, which supports the promotion of integrated and inclusive development in the social, economic and environmental fields, as well as culture, natural heritage, sustainable tourism and security in urban areas. The estimated value of the contract is 22.405.239,13 lei (excluding VAT), consisting, according to the General Estimate approved by HCL no. 35/2026, of: - Services for the preparation of the technical-economic documentation, PT + PAC + DDE phase + technical assistance from the designer during the execution of the works + Energy performance certificate for the buildings related to the investment + documentation for obtaining the Fire Safety Authorization + documentation for approvals (if applicable), including verification of the design documentation by certified project verifiers: 1.116.485,36 lei excluding VAT; - Expenses for ensuring the utilities necessary for the investment objective (Chapter 2.1) =316.080,00 lei, excluding VAT; - Basic investment (Chapter 4)= 20.541.537,50 lei, excluding VAT; - Site organization (Chapter 5.1) = 431.136,27 lei excluding VAT. Note: The estimated value of the contract does not include the amounts related to Miscellaneous and unforeseen expenses, the Budget margin and the Implementation reserve provided for in the General Estimate, which may be accessed, as applicable, depending on needs, under the conditions provided for in art. 221 of Law no. 98/2016, with subsequent amendments and additions. Amendment of the public procurement contract during its period of validity shall be carried out under the conditions provided for in art. 221 of Law no. 98/2016, with subsequent amendments and additions. Amendment of the public procurement contract during its period of validity, other than in the cases and under the conditions provided for in art. 221 of Law no. 98/2016, with subsequent amendments and additions, shall be carried out by organizing a new award procedure, in accordance with the provisions of the law. Deadlines for submitting/responding to requests for clarifications/additional information: A. In accordance with the provisions of art.160 para.(1) of Law no. 98/2016, with subsequent amendments and additions, the deadline by which any interested economic operator has the right to request clarifications or additional information in connection with the award documentation is 18 days before the deadline for submission of tenders. B. In accordance with the provisions of art. 160 para. (2) of Law no. 98/2016, with subsequent amendments and additions, the Contracting Authority will respond clearly and completely to all requests for clarifications on a single day, namely on the 11th day before the deadline for submission of tenders, through a consolidated response, provided that the requests for clarifications are submitted within the specified deadline. The subject matter of the contract resulting from this procedure consists of the design and execution of all works identified in the Documentation for approval of intervention works, the technical quality verification of the technical design and execution details and includes: 1. Preparation of documentation for obtaining the approvals/agreements required for issuance of the building permit (for expired approvals and those for which new documentation must be prepared); 2. Preparation of documentation for PAC and POE; 3. Preparation of the Technical execution design (PT + DE, CS) 4. Technical assistance from the designer during the execution of the works until final acceptance; 5. Verification of the design documentation by certified project verifiers; 6. Energy performance certificate upon completion of the works for Buildings C1 and C2; 7. Technical book of the construction, project for monitoring the behavior of the construction over time, designer’s point of view upon acceptance at completion of the works 8. As Built documentation; 9. Documentation for obtaining the fire safety authorization; 10. Purchase of all necessary materials and products, all machinery, means and equipment (including any lifting or handling equipment) necessary for implementation of the contract; 11. Any activity or temporary work necessary for preparing the site, or any authorization required by the Contractor from the competent authorities for execution of the works and performance of temporary activities and works; 12. Transport to the site of any materials, machinery, components and work equipment, and any normal or extraordinary means necessary for execution of the works; 13. Any testing and relevant tests, as such testing and tests are required by legislation and regulations in the field of the construction quality assurance system; 14. Any consumables necessary for execution of the works and performance of the testing; 15. Normal and extraordinary maintenance of the works until they are handed over to the Contracting Authority; 16. Activities and consumables necessary for keeping the site clean and functional, dismantling and removal of any temporary works or activities; 17. Preparation of any documentation required by the Contractor for execution and design of the works, documentation which includes but is not limited to: a. General schedules for implementation of the public investment (physical and financial); b. Quality plan for execution; c. Quality control plan; d. Certifications and results of material tests e. Own safety and health plan 18. Documentation of the information necessary for the Technical book of the construction, including documentation of the operating instructions.
