Romania – Toner cartridges – Framework agreement for the supply of toner cartridges

Opportunity description

The subject of the framework agreement is the supply of toner cartridges necessary for the operation of the equipment belonging to the Romanian Court of Accounts (printers, photocopiers, multifunctional equipment), as well as for the institution's staff to carry out their activities under optimal conditions. The procurement will be conducted entirely by electronic means, in a single stage. Number of days before the deadline for submission of tenders by which clarifications may be requested: 15 days. The contracting authority will respond clearly and completely to all requests for clarification on the 11th day before the deadline established for the submission of tenders. The provisions of Art. 160 of Law No. 98/2016, as subsequently amended and supplemented, and of Art. 27 of the Annex to Government Decision No. 395/2016, as subsequently amended and supplemented, shall be observed. The technical specifications requested by the contracting authority are set out in the tender specifications. The public procurement procedure will be completed by concluding a public procurement framework agreement with the economic operators whose tenders, declared admissible, ranked in the first three places in the interim ranking drawn up after application of the award criterion. The framework agreement will have a duration of 24 (twenty-four) months, starting from the date it is signed by the last contracting party. The contracting authority estimates the award of at least 2 (two) subsequent contracts, depending on the contracting authority's needs. The duration of the subsequent contracts will be a minimum of 1 (one) month and a maximum of 12 (twelve) months. The subsequent contracts will be awarded without reopening competition, depending on the contracting authority's needs and the budgetary funds allocated for this purpose. Procedure: open.
