Romania – Traffic-signal maintenance services – “Framework Agreement – Maintenance of the traffic light system on DN 65 within the locality of Bals and on DN 6 within the locality of Filiasi” - 48 months

Opportunity description

At present, in the Town of Bals, there are 11 traffic light installations coordinated by 11 Traffic Control Units (SCAE ORIONE), while in the Town of Filiasi there are 10 traffic light installations coordinated by 9 Traffic Control Units (SCAE ORIONE). The vast majority of the existing traffic light installations are equipped with modern equipment comprising road traffic control units equipped with GSM and GPS modules, respectively, inductive loops and/or “virtual loops” (video-type vehicle detectors) that allow the installation to operate in a coordinated-adaptive manner depending on the traffic values recorded in real time. Maintenance: The warranty for replaced spare parts will be 24 months from the date of installation. The delivery and installation time for spare parts will be a maximum of 60 days from the date of the order. Note: A) Pursuant to Art. 160 para. 1 of Law 98/2016, as amended and supplemented, the deadline by which economic operators interested in participating in the public procurement procedure have the right to request clarifications regarding the award documentation is 20 days before the deadline for submitting tenders. B) In accordance with the obligation provided for in Art. 160 para. 2 of Law 98/2016, as amended and supplemented, and also in accordance with Art. 161 para. 1 of the same law, the contracting authority will respond clearly and specifically to all requests for clarification on the 11th day before the deadline established for submitting tenders. Any request for clarification submitted after the date mentioned in point A) will make it impossible for the contracting authority to provide a response within the deadline mentioned in point B), and consequently any request for clarification outside the specified deadlines will be considered late. Both the economic operators’ requests for clarification regarding the award documentation and the contracting authority’s response to requests for clarification or additional information received under the conditions of Art. 160 para. (1) of the Law are posted in SEAP in the specific section available in the information system. The signal-controlled intersections for which the tenderer must provide servicing and maintenance are as follows: - DN 65 within the locality of Bals -DN 6 within the locality of Filiasi: The services covered by the framework agreement are as follows: A. The maintenance and servicing services covered by the contract are: a) Maintenance and servicing of traffic control automation equipment. b) Maintenance and servicing of installations external to the traffic light controller. B. Intervention and repair services in the event of a breakdown of the traffic light installations are carried out routinely upon notification by the beneficiary, the police, the public transport company, or self-notification, as well as in the event of accidents of any kind, acts of vandalism, etc., or at the express request of the Contracting Authority. They will be reimbursed in accordance with the prices that the economic operator will enter in the tender. C. Services for upgrading and modifying control solutions. Field interventions and activities will be carried out while ensuring all measures imposed by the regulations in force regarding occupational safety and securing the worksite with respect to pedestrians and vehicles, through appropriate signage. Maintenance and servicing of the ADC traffic control units will be performed QUARTERLY. The operations covered by the maintenance and servicing of the traffic control units are described in the technical specifications.
