Romania – Transformer substation – Modernization of the 110 and 400(220) kV installations at the Focșani Vest substation – update, completion and finalization (design and execution)

Opportunity description

The purpose of the procurement is to award the sectoral works contract (design and execution) for the completion of the refurbishment of the Focșani Vest 110 kV substation, following the termination of contract no. C260 / 11.12.2017 between C.N.T.E.E. TRANSELECTRICA S.A. and ROMELECTRO S.A. The execution of the modernization works for the installations at the Focșani Vest substation (91.8% completed) was based on the neutral Technical Design and the Specifications prepared by S.C. FALMA – ROM SRL, which constitute Annex 1 to Technical Note (revision 1) no. 3235/20.02.2024 and which are amended in accordance with Technical Note (revision 1) no. 3235/20.02.2024. The Specifications were prepared by S.C. FALMA – ROM SRL and are structured into 14 volumes, attached to the procurement documentation. Compared with the neutral Technical Design + Specifications, which set out the requirements for modernizing the installations of the entire Focșani Vest substation through the execution / provision / delivery of works / services / equipment and materials, only the Remaining Works / Services / Deliveries to be completed shall be taken into account, supplemented as indicated in Annex no. 2 ESTIMATED LIST OF WORKS, SERVICES and EQUIPMENT to the Technical Report on the Update of the Focșani Specifications, which indicates the necessary amendments/updates to the Specifications documentation. The tenderer is also provided with the Technical Execution Design and the Execution Details prepared under the previous contract. According to the technical documentation provided by the contracting entity, read in conjunction with Annex no. 2 – ESTIMATED LIST OF WORKS, SERVICES and EQUIPMENT, the subject matter of the procurement consists of: - execution of construction and installation works for the 110kV substation and common facilities of the Focșani Vest substation, according to table 3 of the ESTIMATED LIST OF WORKS, SERVICES and EQUIPMENT; - provision of services, according to table 2 of the ESTIMATED LIST OF WORKS, SERVICES and, - procurement and delivery of equipment and materials, according to table 1 of the ESTIMATED LIST OF WORKS, SERVICES and EQUIPMENT. In addition to the initial technical design, fitting-out works shall be carried out in the control building, as follows: - in the sanitary facilities area S=6.35sqm (repartitioning to separate the WC with a plasterboard wall including a double-glazed door, replacement of the existing floor and wall tiles, replacement of sanitary fixtures and installations) - creation of a utility space in the control room (two double-glazed walls 2.5m x 3m including a door, sink, kitchen accessories), - repairs to the concrete pedestrian access platform S=40m x 1.5m (removal of deteriorated areas, repair of the substrate, waterproofing and application of an exterior anti-slip finishing solution). The contract duration is a maximum of 6 (six) months from the date stated in the order to commence the sectoral works contract, but no later than 31.12.2026, in compliance with the requirements specified in the Specifications. The number of days before the deadline for submission of tenders by which clarifications may be requested: 20 days. Any request for clarification must be submitted through SEAP (http://sicap-prod.e-licitatie.ro/pub). The contracting entity will respond clearly and completely to all requests for clarification/additional information as follows: on the 22nd calendar day and on the 11th calendar day before the deadline for submission of tenders. The contracting entity will respond only to requests for clarification submitted by economic operators by the established deadline, pursuant to Art. 29 para. (3) of Government Decision 394/2016; the contracting entity will not act on requests for clarification submitted after the deadline established above or requested through a means of communication other than that established in the contract notice. Note: when calculating the period for requesting/responding to clarifications expressed in days, the deadline for submission of tenders is not taken into account. The purpose of the procurement is to award 1 (one) sectoral works contract (design and execution) for the remaining works / services / deliveries to be completed under contract no. C260 / 11.12.2017, namely the update, completion and finalization of the modernization of the 110 and 400 (220) kV installations at the Focșani Vest substation, in compliance with the requirements of the Specifications provided by the contracting entity, read in conjunction with the requirements of Technical Report no. 15241 of 13.03.2026, prepared by C.N.T.E.E. “TRANSELECTRICA” S.A. Bucharest, Technical, Energy Efficiency and New Technologies Directorate – Substation and Power Line Design Department. According to the technical documentation provided by the contracting entity, read in conjunction with Annex no. 2 ESTIMATED LIST OF WORKS, SERVICES and EQUIPMENT, the subject matter of the procurement consists of: - execution of construction and installation works for the 110kV substation and common facilities of the Focșani Vest substation, according to table 3 of the ESTIMATED LIST OF WORKS, SERVICES and EQUIPMENT; - provision of services, according to table 2 of the ESTIMATED LIST OF WORKS, SERVICES and, - procurement and delivery of equipment and materials, according to table 1 of the ESTIMATED LIST OF WORKS, SERVICES and EQUIPMENT. Works shall be carried out for the remaining works / services / deliveries to be completed, approximately 8.2% of contract no. C260 / 11.12.2017, for the completion of the modernization of the 110 and 400 (220) kV installations at the Focșani Vest substation, as well as for the additional works, as set out in the Technical Report, as follows: A. Main categories of works remaining to be completed: 1. Primary circuit works; 2. Construction works – structural; 3. Control-protection-automation and metering systems. B. Main categories of new works: I. Exterior and perimeter lighting installations and exterior sockets II. Construction // architecture a. Metal supports and new foundations b. Rehabilitation of cable ducts c. Rehabilitation of roads d. Fitting-out works in the control building: (sanitary facilities S=6.35sqm, plasterboard wall including a double-glazed door S=2.8mx1.6m, fitting out a double-glazed utility space, two double-glazed walls 2.5m x3m including a door, fitting out the control room walkway S=40m x 1.5m) Procedure: open.
