Within the investment objective “DigiTEL Green Pilot Project - Retrofitting the Mostiștea 220/110/20 kV substation into a digital substation concept with reduced environmental impact” – Procurement 1, the following contract objects were defined: • Object 1 - Sub-object 1.1: Electrical Substation; - Sub-object 1.2: Related Systems (Digital Twin, Augmented Reality, Robotic Assistance/inspection and drones); • Object 5 – The electronic security system (SES) of the facility and the fire safety system (SSI); • Object 6 – The photovoltaic system. The detailed description can be found in the procurement documentation. Number of days before the deadline for submission of tenders by which clarifications may be requested: 22 The contracting entity will respond clearly and completely to all requests for clarification/additional information in two stages, as follows: - on the 17th calendar day following publication of the contract notice and - on the 11th calendar day before the deadline for submission of tenders. The contracting entity will respond only to requests for clarification submitted by economic operators by the established deadline. 1.1 Object 1 – Retrofitting the Mostiștea substation This object is itself composed of two sub-objects and the related Specifications: 1.1.1 Mostiștea electrical substation The 220 kV substation will be outdoor-type, air-insulated, built using conventional equipment, and located on the decommissioned area of the current 220 kV substation. The 110 kV substation will be indoor-type, equipped with sealed bays, with air/technical gas insulation, in a three-phase design. The 20kV substation will be located in the building of the current MV substation. This project provides for two new, independent auxiliary-service units, one direct-current (DC) unit and one alternating-current (AC) unit, as follows: • a DC auxiliary-service unit supplying the DC consumers of the 220 kV, 110kV, and 20kV substations, the AT1 and AT2 autotransformers, and the T1 and T2 110/20 kV transformer units; • an AC auxiliary-service unit supplying the AC consumers of the 220kV, 110kV, and 20 kV substations Within the project “DigiTEL Green Pilot Project - Retrofitting the Mostiștea 220/110/20 kV substation into a digital substation concept with reduced environmental impact,” the technical condition module, called the “Condition Monitoring System (CMS),” will be implemented in accordance with the Smart Grid reference architecture for asset management at the Mostiștea substation level. In the telecommunications field, the following will be carried out under this project: • provision of the technical data and/or voice transmission equipment (HW&SW) necessary for: o carrying the traffic required by the EMS/SCADA System; o remote control of the substation from the CTSI/DET level; o monitoring and parameterization of the protection systems from the SSCPA level of the Bucharest Branch and the DEN headquarters; o data-voice transmissions for operation and maintenance needs; o provision of telecommunications facilities for substation control; o the inter-area oscillation monitoring system (synchrophasors); o provision of channels for transmitting metering, local counting, and electricity quality data. o provision of hardware redundancy for interfaces that receive/transmit data and/or voice where required. o creation of telecommunications facilities to provide the necessary voice and/or data traffic resulting from the emergence of a new Integrated IT/Information System, envisaged at this stage to consist, in principle, of the following Systems: Components/Sub-systems of the Asset Management System in Procurement 1 of the project: AR, Digital Twin and PIA BMS (also receives information from SIS - Integrated (Physical) Security) Integrated (Physical) Security; • provision of technical equipment for cybersecurity (HW&SW); • provision of technical transmission equipment for teleprotection (HW&SW) Construction and installation works related to the retrofitting works at the Mostiștea 220/110/20 kV substation into a digital substation concept with reduced environmental impact: The new control-block building will be a ground floor + 1-story structure, designed according to the nZEB concept and as a smart building. This project will provide for a dedicated building management system (BMS- Building Management System) architecture at the S Bucharest level, capable of integrating both the local BMS at the Mostiștea substation and future BMS systems belonging to the other electrical substations managed by S Bucharest. The BMS system to be implemented at the Mostiștea substation will integrate the following: • The control block; • The 110kV GIS building; • The old medium-voltage building; • The relay containers and photovoltaic-installation container; • The perimeter lighting at the substation. 1.1.2 Related systems: I. Digital Twin and Augmented Reality – consisting mainly of: • equipment (hardware and/or software), (re)configurations, services, tests/measurements and works at: Mostiștea 220/110 kV Substation; Bucharest Branch; CNTEE Transelectrica SA Central Headquarters. • integration/interfacing with the telecommunications infrastructure; • integration/interfacing with the systems in the Mostiștea 220/110/20 kV electrical substation from which it receives data/information, mainly: Condition Monitoring System; BMS; • integration into the Beneficiary’s existing and new installations. II.• Robotic substation inspection assistance (Intervention and Assistance Platform - PIA). Advanced monitoring solutions will be implemented at the Mostiștea 220/110/20 kV substation through the development of inspection and analysis platforms that include both physical robots, such as drones and hardware robots, and software robots capable of improving monitoring, maintenance, and intervention processes. 1.5 Object 5 – “The electronic security system (SES) of the facility and the fire safety system (SSI)” The Mostiștea 220/110/20 kV substation will be equipped with the SES+SIS Integrated Security System. 1.6 Object 6 – Photovoltaic System Within the investment objective “DigiTEL Green Pilot Project - Retrofitting the Mostiștea 220/110/20 kV substation into a digital substation concept with reduced environmental impact,” considering the nZEB building and energy-efficiency requirements, as well as the transition of the 110kV substation to GIS technology, a ground-mounted photovoltaic system will be built on the area of the current 110kV substation vacated following the retrofitting, with photovoltaic panels mounted on a metal structure and the related equipment installed in a dedicated metal container.
