Opportunity description
The contracting authority intends to initiate a public procurement procedure with a view to concluding a framework agreement, for a period of 4 years, for the supply of waste collection equipment and specialized vehicles for the efficient management thereof. The main objective is to ensure modern, integrated waste collection infrastructure, in accordance with European environmental standards, and to strengthen the operational capacity of sanitation services in Sector 3. The framework agreement includes the supply of the following types of products: • Automated, electrically powered, single-operator, bilateral machine equipped with a compactor with a capacity of 15 – 18 mc and an F90 mushroom-type gripping system; • Automated, electrically powered, single-operator, bilateral machine equipped with a compactor with a capacity of min. 18 mc and an F90 mushroom-type gripping system • Automated, single-operator, bilateral machine equipped with an F90 mushroom-type gripping system; • Underground container for the collection of recyclable waste, 3 mc; • Above-ground container for the collection of recyclable waste, 2.4 mc; • Above-ground container for the collection of recyclable waste, 2.25 mc; • Metal waste bin with lid. Any interested economic operator has the right to request clarifications or additional information regarding the procurement documentation. Insofar as requests for clarification are received at least 20 days before the deadline established for the submission of tenders, the contracting authority will respond clearly and completely to all such requests for clarification on the 11th day before the deadline established for the submission of tenders. The contracting authority intends to initiate a public procurement procedure with a view to concluding a framework agreement, for a period of 4 years, for the supply of a complete range of equipment for separate waste collection and specialized vehicles for lifting and transporting it. Information regarding the estimated minimum and maximum quantities over the entire duration of the framework agreement and the minimum and maximum quantities that could be covered by the smallest and, respectively, the largest subsequent contract relating to the two lots can be found in the Tender Specifications. Frequency and value of the contracts to be awarded (if known): During the term of the framework agreement, the contracting authority intends to award subsequent contracts in accordance with the provisions of the Tender Specifications. Information regarding the implementation of the framework agreement: 1. Estimated timetable for awarding subsequent contracts: The contracting authority estimates that during the term of the framework agreement it will conclude subsequent contracts with the following frequency: - For the activities covered by lot no. 1, it is estimated that at least one contract per year will be concluded, depending on the budgetary allocations available to the contracting authority - For the activities covered by lot no. 2, it is estimated that at least one contract per year will be concluded, depending on the budgetary allocations available to the contracting authority 2. Estimates regarding the minimum and maximum value of the framework agreement and subsequent contracts The estimated values for each of the two lots relating to the award procedure are as follows: - LOT 1 – “Supply of specialized vehicles with a container gripping/lifting system, containers for the collection of recyclable waste, and waste bins to streamline and expand the capacity for monitoring and managing selective waste collection flows within the integrated waste management system implemented in Sector 3 of the Municipality of Bucharest”: o The estimated minimum value of the framework agreement to be concluded is 41.776.483,24 lei excluding VAT, corresponding to the minimum quantities of products that could be requested over the entire duration of the framework agreement; o The estimated maximum value of the framework agreement to be concluded is 353.589.742,62 lei excluding VAT, corresponding to the maximum quantities of products that could be requested over the entire duration of the framework agreement; o The estimated value of the smallest subsequent contract is 38.551.441,31 lei excluding VAT, corresponding to the minimum quantities of services that could be requested during the implementation period of a subsequent contract; o The estimated value of the largest subsequent contract is 117.671.346,37 lei excluding VAT, corresponding to the maximum quantities of services that could be requested during the implementation period of a subsequent contract.
