Opportunity description

The subject of the procurement is the execution of infrastructure works, including the delivery and installation of equipment and furnishings necessary for the investment objective “Pedestrianization and controlled traffic in the central area, including the development of bicycle lanes on the priority routes in the Mobility Plan, bike-sharing points, development of green areas, rest areas, performance area, event commerce area, ornamental lighting, wi-fi, including furnishings and equipment – Urban Mobility Component, SMIS 342136,” in accordance with the requirements of the specifications and technical documentation. The number of days before the deadline for submitting tenders/applications by which interested Economic Operators may request clarifications is 20 days before the deadline for submitting tenders. The contracting authority will respond clearly and completely to all requests for clarification/additional information submitted in compliance with this deadline, as follows: 11 days before the deadline for submitting tenders. The subject of the procurement is the execution of infrastructure works, including the delivery and installation of equipment and furnishings necessary for the investment objective “Pedestrianization and controlled traffic in the central area, including the development of bicycle lanes on the priority routes in the Mobility Plan, bike-sharing points, development of green areas, rest areas, performance area, event commerce area, ornamental lighting, wi-fi, including furnishings and equipment – Urban Mobility Component, SMIS 342136,” in accordance with the requirements of the specifications and procurement documentation. The interventions proposed through this project consist of: 1. Reconfiguration and redistribution of the space by reducing the traffic lane, extending and rehabilitating sidewalks, and creating green areas and bicycle lanes. These measures counter the dominance of cars (observed on Bd. Republicii and Str. Gheorghe Lazăr) and restore priority to pedestrians, increasing urban attractiveness and facilitating alternative mobility. 2. Modernization of road infrastructure and urban elements by repairing the roadway and sidewalks (fissures, unevenness, cracks), standardizing paving, modernizing the lighting system (including ornamental lighting), and updating utility networks. This will remedy the degraded technical condition of the infrastructure on all three thoroughfares, improving safety and comfort in traffic and public spaces. 3. Facilities for alternative transportation and accessibility through the introduction of bike-sharing stations and the development of bicycle lanes. These solutions address the lack of infrastructure for alternative transportation and the accessibility problem, encouraging the use of non-car means of travel and creating an inclusive urban environment. 4. Regulation of parking and elimination of vehicle encroachment through the implementation of strict regulations concerning on-street parking or the promotion of underground parking, in order to free up pedestrian space. This will resolve the problem of illegal parking that encroaches on sidewalks (observed both on Bd. Republicii and Str. Erou Calin Catalin), restoring the balance between space intended for cars and space intended for pedestrians. The estimated value of the procurement is 32.250.011,22 lei excluding VAT, of which: C+M value – 23.686.484,93 lei excluding VAT; value of machinery, technological and functional equipment requiring installation, furnishings – 8.417.225,10 lei excluding VAT; Site organization value - Related expenses – 146.301,19 lei excluding VAT. The estimated value does not include: - Miscellaneous and unforeseen expenses: 2.829.604,30 lei excluding VAT, the amount specified in the project budget, which may be accessed, as applicable depending on needs, by amending the contract under the conditions provided for in Art. 221 of Law No. 98/2016 on public procurement; - the value relating to Chapter 7 – 10.036.330,30 lei excluding VAT, representing the Implementation Reserve, from the general cost estimate approved by HCL No. 218/30.04.2025.
