Romania – Video-surveillance system – Supply, installation and commissioning of a street video-surveillance system for the commune of Filipeștii de Pădure, Dițești and Minieri within the project: “Smart local management system in the Commune of Filipeștii de Pădure, Prahova County”

Opportunity description

The subject of this procurement is the supply, installation and commissioning of a street video-surveillance system for the commune of Filipeștii de Pădure, Dițești and Minieri, within the project “Smart local management system in the Commune of Filipeștii de Pădure, Prahova County”, in accordance with the procurement documentation and the provisions of the technical project prepared by S.C. REZIDENTIAL SECURITY S.R.L., available in SEAP. This procurement represents the relaunch of the award procedure for the video-surveillance system component (initially LOT 4) from a previous procedure, namely procedure no. CN1088862 / 05.01.2026, which was cancelled pursuant to Art. 212 para. (1) letter a) of Law no. 98/2016, because no admissible tender was submitted. The other components of the project were awarded under the previous procedure, with the contracts currently in progress, which is why this procedure concerns exclusively the remaining unawarded component, necessary for the full implementation of the project. The procurement aims to create an integrated video-monitoring system that will enable: • increased safety of public spaces; • real-time monitoring of areas of interest; • centralized management of equipment; • interoperability with other existing or future information systems of the contracting authority. By implementing this component, the Contracting Authority ensures the completion of the financed investment and the achievement of the assumed indicators. This public procurement is part of the local public administration digitalization project, financed through the National Recovery and Resilience Plan (PNRR) – Component C10 – Local Fund. The subject of the contract is the supply, installation and commissioning of a video-monitoring system, including the related software components necessary for its management and operation. The system will enable: • video surveillance of public spaces; • secure access to video streams; • data storage and management; • integration with other information systems of the contracting authority. This procurement relaunches the subject of a previous procedure (no. CN1088862 / 05.01.2026), cancelled pursuant to Art. 212 para. (1) letter a) of Law no. 98/2016 due to the lack of admissible tenders, and is necessary to ensure the complete implementation of the project. In application of the provisions of Art. 160 para. (2) of Law 98/2016, as subsequently amended and supplemented, in conjunction with Art. 103 para. (2) of Government Decision 395/2016, the contracting authority establishes the following deadlines regarding requests for clarification: a) deadline for receipt of requests for clarification: 13 days before the deadline for submission of tenders b) deadline by which the contracting authority will respond clearly and specifically to all requests for clarification: 6 days before the deadline for submission of tenders.
