Romania – Water-main refurbishment construction work – CL1-L2 – Extension and rehabilitation of the water supply and sewerage system in NEAMT COUNTY – Rehabilitation of the Batca Doamnei WTP and extension of the sludge treatment line at the Piatra Neamt WWTP

Opportunity description

The contract involves design and execution works for the facility for the recovery of sludge from wastewater treatment plants, including: a) The design activities refer to the detailed technical design for: - Ozone disinfection facility for settled water (on the outlet pipe from the settling tanks before the filters) at the Batca Doamnei WTP; - Biogas cogeneration facility at the Piatra Neamt Wastewater Treatment Plant; - Thermal treatment facility for the energy and/or material recovery of sludge at the Piatra Neamt Wastewater Treatment Plant; - Covered sludge drying beds at the Piatra Neamt Wastewater Treatment Plant. The design will include, among other things, all necessary documents (such as reports, drawings, calculations, technical data sheets, etc.) for preparing the Technical Design in accordance with national legislation and any documentation necessary for obtaining construction permits. b) Preparation of the documentation necessary to obtain the permits and approvals required for execution; c) Construction works; d) Supply and installation of technological machinery and equipment; e) Testing and commissioning; f) Monitoring the operation of the plant and providing assistance/consultancy to the responsible personnel during the Warranty Period, when necessary; g) Remedying any defects occurring during the Warranty Period; h) Training the Beneficiary's and/or Operator's personnel. The Contractor will design and execute the works relating to this procedure in accordance with the requirements imposed by the procurement documentation. The Specifications present the type of activities, specialization and minimum quantities necessary for performing the contract. The CA reserves the right to make amendments to the contract pursuant to Art. 235 et seq. of Law No. 99/2016 regarding the following aspects listed by way of example: amendments generated by requests from utility network owners; amendments to the expropriation route/corridor; amendments to the execution period following the occurrence of elements beyond the control of the Beneficiary or the Contractor; legislative amendments or amendments to technical rules/STAS standards/regulations/standards; amendments generated by requirements of the environmental authorities; amendments generated by local/central authorities, required through various endorsements/agreements/authorizations; amendments generated by agreements, conventions, arrangements of the state/local authorities with other states; amendments generated by the application of the law on historical monuments; amendments generated by the inclusion of new subcontractors and/or replacement of the initial subcontractors; amendments generated by changes in key personnel; amendments generated by technical expert assessments; amendments to the minimum IPC value; amendments generated by requirements regarding archaeological research and works. These amendments may be made after the contract is signed, under the conditions provided for by the contractual conditions, and only if they do not fall within the provisions of Art. 240 para.
