The contracting entity, Distribuție Energie Electrică Romania S.A. (DEER S.A.), has as its main activity the distribution of electricity, as well as the operation, modernization and retrofitting of existing energy installations, the provision of services in the field of information and telecommunications technologies, in correlation with generation and transmission systems, based on licenses in accordance with the law. The company operates across 3 regions (territorial units): North Transylvania, South Transylvania, North Muntenia and is responsible for the operation of its own energy installations under conditions of quality, safety, economic efficiency and environmental protection. The contracting entity is DEER SA, with 18 regional structures organized into 3 distribution zones: - North Transylvania Zone, which includes the regional entities: Cluj, Oradea, Baia Mare, Satu Mare, Bistriţa and Zalău; - South Transylvania Zone, which includes the regional entities: Braşov, Sibiu, Alba, Harghita, Covasna, Mureş; - North Muntenia Zone, which includes the regional entities: Ploieşti, Galaţi, Brăila, Buzău, Targovişte, Focşani. The strategic objectives of the distribution company are aimed at: - Improving operational and energy performance within the electricity distribution activity; - Managing the infrastructure to guarantee the transparent operation of the electricity distribution service at the quality parameters established by the Performance Standard, pursuing: - Energy efficiency/CPT; - Operational efficiency; - The quality of the electricity distribution service—with reference to its commercial component—by increasing customer satisfaction and improving the process of connection to the distribution network—a strategic direction under which this procurement falls; - Maintaining and expanding the distribution segments in Romania; - Exploring potential opportunities to expand the distribution segments in the region; - Ensuring the distribution service for the operation of a transparent retail market and guaranteed network access for all categories of users. The subject of the Framework Agreement is the procurement of “Impregnated wooden poles for overhead power lines" Under this procurement, DEER SA wishes to purchase impregnated wooden poles for the overhead power lines owned by DEER (according to the specifications presented in the tender specifications), these products being used in the construction of overhead power lines, respectively for carrying out intervention works aimed at eliminating the effects caused by incidents / disruptions or deficiencies identified during inspections carried out on electrical installations, which may lead to incidents/disruptions involving interruption of the electricity supply to users. The purchase of wooden poles helps implement the provisions of Electricity and Natural Gas Law No. 123/2012 regarding the provision of electricity and the Performance Standard for the electricity distribution service approved by ANRE Order No. 11/2016. Number of days before the deadline for the submission of tenders/applications by which clarifications may be requested: 22 (before the deadline for the submission of tenders/applications) The deadline by which the contracting entity will respond clearly and completely to all requests for clarification/additional information is: on the 11th day before the deadline established in the Contract Notice for the submission of tenders. The contracting entity will respond only to requests for clarification submitted by economic operators by the deadline established above. Minimum and maximum quantities relating to the Framework Agreement/Subsequent Contract: A Framework Agreement will be concluded for a period of 2 years; - Minimum quantity relating to the Framework Agreement - according to Annex 1 to the tender specifications; - Maximum quantity relating to the Framework Agreement - according to Annex 1 to the tender specifications; - Frequency of concluding Subsequent Contracts: quarterly (depending on needs), therefore a minimum of 1 - maximum of 3 subsequent contracts/quarter; - Minimum quantity relating to a subsequent contract - according to Annex 1 to the tender specifications; - Maximum quantity relating to the largest subsequent contract - according to Annex 1 to the tender specifications; Procedure: open.
