Opportunity description

You are invited to submit a proposal for the Northeastern Pennsylvania Regional Wide Area Network E-Rate Purchasing Consortium. The objective is to secure high-speed broadband data communications transport and Internet access services at competitive rates for 27 School districts and K-12 organizations within the service territories of Luzerne Intermediate Unit 18 and Northeastern Educational Intermediate Unit 19. For a complete description of the services being requested, please refer to the District issued RFP for FY2027: NEPA WAN RFP 2026 Final To explain the procurement process, providers are invited to a virtual meeting for service providers on Wednesday, July 15, 1 pm EST. The meeting will be recorded and posted on the procurement website and also uploaded to the E-rate competitive bidding portal: https://www.liu18.org/rwan/ The meeting is not mandatory, but attendance or online review of the video is recommended. You will also be emailed any updates to this RFP that may be issued, as a courtesy; however, the official repository for all RFP documents is the E-rate Form 470 competitive bidding portal. The corresponding E-Rate Form 470 application number for this proposal is # 270000018. Vendors are responsible for monitoring the E-rate website for any updates. All communications from service providers must be addressed to the Issuing Officer via email (nepawan@liu18.org), including RWAN RFP in the subject line. This is the required and official method for exchanging information between service providers and the Issuing Officer (or designee). Providers are encouraged to request delivery receipts on their official emails to the Issuing Officer. All vendors will have access to the same information throughout the procurement process in accordance with E-Rate rules, which emphasize the importance of a fair and open competitive bidding process. All information about this procurement will be uploaded to the E-rate competitive bidding portal and also posted to the following URL: https://www.liu18.org/rwan/ The deadline for submitting any written questions will be Monday, August 3, 2026, at 3:00 p.m. EST. All questions will be answered by Wednesday, August 12, 2026. Bids are due by September 15, 2026, at 3 pm EST. This timeline ensures that if any clarifying information is provided in response to the questions, all bidders will have at least 28 days or more from that date to prepare their proposals.
