The contracting authority is establishing a dynamic purchasing system that will be used to award individual contracts for the provision of a service, specifically the performance of the investor’s construction supervision activities. The contracting authority divides this dynamic purchasing system into 2 categories, specifically: Category No. 1 – Performance of construction supervision activities with the professional specialization “Buildings (buildings)” Category No. 2 – Performance of construction supervision activities with the professional specialization “Civil engineering works (transport structures, bridges and tunnels)” Within this DPS, the contracting authority acts as a central purchasing body within the meaning of Section 15 of the Public Procurement Act, for the following group of entities: - Banskobystrická regionálna správa ciest, a.s., Company ID No.: 36 836 567 (and its centers), - ROZVOJOVÁ AGENTÚRA Banskobystrického samosprávneho kraja, n.o., Company ID No.: 51 744 422, - legal entities established or founded by the contracting authority for the specific purpose of meeting needs in the general interest that are not of an industrial or commercial nature and that are wholly or for the most part financed by the contracting authority, are controlled by the contracting authority, or in which the contracting authority appoints or elects more than half of the members of their management or supervisory bodies (in particular organizations under the founding authority of the contracting authority). For the purposes of the Public Procurement Act, the entities are identified as contracting authorities pursuant to Section 7(1)(d) of the Public Procurement Act. Contracts concluded on the basis of this DPS will be performed in the territory of the Banská Bystrica Region. The precise specification of the subject matter of individual contracts will be stated in the relevant Invitation to Tender when awarding a specific contract. In general, the contracting authority will require the presence of construction supervision at the construction site, which will be specified in greater detail in the relevant invitation. If a specific contract is co-financed from European Union funds, the invitation to tender will also contain information on the conditions of the funding provider. The specific scope of the subject matter of individual contracts, as well as their detailed specifications, will form part of the individual invitations under the established DPS, which will be sent to all qualified candidates through the JOSEPHINE system. The duration/term of the DPS is defined as 48 months from the date of its establishment, or until the estimated value of the DPS in question is exhausted, for all categories, whichever occurs first. The subject matter of the public procurement is the provision of a service, specifically the performance of activities related to construction and technical supervision for the needs of the contracting authority as the client for construction works within the meaning of Annex No. 2 to the tender documents, Contract for the Performance of Construction Supervision, for the construction project entitled: “Reconstruction of the asphalt school playground of SOŠ drevárska in Zvolen”. The construction contractor will be selected on the basis of the result of the competition entitled: “Reconstruction of the asphalt school playground of SOŠ drevárska in Zvolen”, which was conducted using the procedure for below-threshold contracts pursuant to Section 110 of Act No. 343/2015 Coll. on Public Procurement and on Amendments and Supplements to Certain Acts, as amended. The tender documents for the contract entitled: “Reconstruction of the asphalt school playground of SOŠ drevárska in Zvolen” are published at the following URL of the electronic public procurement platform: https://www.uvo.gov.sk/vyhladavanie/vyhladavanie-dokumentov/detail/3587032?cHash=915f1295556ca3d87baae7c4522b4205 The place of performance of the subject matter of the contract is specified in greater detail and published at the following URL of the electronic public procurement platform: https://www.uvo.gov.sk/vyhladavanie/vyhladavanie-dokumentov/detail/3587032?cHash=915f1295556ca3d87baae7c4522b4205 The construction and technical supervisor will be responsible for handing over the construction site to the contractor, checking the construction schedule, checking the construction log, checking the compliance of the construction being carried out with the feasibility study, checking the quality of the construction works, organizing the handover and acceptance of the construction, checking the rectification of defects and unfinished work, preparing documents for the occupancy approval proceedings, preparing regular reports and submitting them to the client, and other obligations within the meaning of the annexes to the tender documents. The performance of construction and technical supervision will last from the contractor’s takeover of the construction site until the occupancy approval of the construction, or until the proper fulfillment of all activities and obligations within the meaning of Annex No. 2 to the tender documents, Contract for the Performance of Construction Supervision. The result of the public procurement will be the conclusion of a Contract for the Performance of Construction Supervision between the contracting authority and the successful tenderer. All costs and other work directly and indirectly related to the provision of the service must be included in the total price. The proposed contract price must be specified as maximum and fixed. The price may not change during the term of the contractual relationship. Any other changes may be made only on the basis of a written agreement between both contracting parties. The contracting authority reserves the right not to accept a tender that exceeds the amount of funds allocated for the given purpose. Procedure: restricted. Estimated value: 1,144,480 EUR.
