Opportunity description

The subject of the contract is the purchase of category N3G trucks, including accessories: 1x category N3G 6x6 vehicle – three-way tipper / spreader with hydraulic arm, snow plough + accessories according to the specification, see Annex No. 1a 2x category N3G 6x6 vehicle – hook loader / rear-tipping container / spreader + snow plough + accessories according to the specification, see Annex No. 1b + other mutually interchangeable multifunctional accessories for these vehicles – transverse sweeper, liquid tank /cistern/ with water pump and a system for use on hook loaders, arm hook, rotator, grapple, pallet forks, chains, basket for 2 persons, spare parts, consumables, safety and communication equipment / see Annex No. 1c The category N3G 6x6 vehicle with a three-way tipper body and hydraulic arm will be used during the summer season primarily for construction purposes, to supply construction sites with materials and distribute construction machinery. As secondary activities, it will provide road cleaning directly at the construction site or in adjacent areas if they become soiled. Secondarily, it will be used for routine road cleaning after winter maintenance and during the remainder of the summer season, the removal of wood, roots and biomass, and various types of remediation work. At the same time, it will be used as a transport vehicle for transporting liquids in IBC containers /water or brine during the winter season/ and for watering and cleaning roads, culverts, and on-road and off-road infrastructure during the summer, as well as watering newly planted and maintained greenery managed by ScBsk, especially during seasons when these investments suffer from a severe lack of moisture. This activity will be carried out using a multifunctional liquid tank equipped with a pump. At the same time, this equipment will be usable on all hook-loader vehicles and existing vehicles managed by ScBsk that have the appropriate configuration and distribution systems. The vehicle will be intended to tow a low-loader with a total weight of 19 tonnes, intended for transporting construction machinery. During the winter, it will primarily perform the role of winter road maintenance using a spreader body and snow plough. Given the technical specification and requirements for the hydraulic arm, as well as the requirements for the spreader body, the contracting authority requires a vehicle with increased load capacity and structural rigidity, whose definition and selection require heightened attention. The public contracting authority further requires two category N3G 6x6 vehicles with a hook-loader body, an additional one-way tipper body, and a further separate body designed to be loaded by the hook loader – spreader + snow plough for winter road maintenance. During the summer season, the vehicles will be used primarily for construction purposes, to supply construction sites with materials and distribute construction machinery. As secondary activities, they will also provide road cleaning directly at construction sites or in adjacent areas if they become soiled. Secondarily, they will be used for routine road cleaning after winter maintenance and during the remainder of the summer season, the removal of wood, roots and biomass, and various types of remediation work. At the same time, they will be used for watering and cleaning roads, culverts, and on-road and off-road infrastructure during the summer, as well as watering newly planted and maintained greenery managed by ScBsk. This activity will be carried out using the multifunctional tank mentioned above, which will be usable on all hook-loader vehicles and existing vehicles managed by ScBsk that have the appropriate configuration and distribution systems. The vehicles will also be intended to tow a low-loader with a total weight of 19 tonnes, intended for transporting construction machinery, or other trailers managed and used by the company. During the winter, they will primarily perform the role of winter road maintenance using a spreader body and snow plough. All vehicles are conceived as carriers of interchangeable bodies with mutual compatibility. In the future, ScBsk will have containers for the disposal, collection and transport of various materials and biomass, which will be procured in a version for hook loaders, thereby achieving extensive usability, versatility and compatibility of all procured vehicles and bodies, with the expectation of significant economic, logistical and environmental benefits. For all vehicles, the contracting authority places great emphasis on the possibility of using modern technologies in winter maintenance, principally the environmentally responsible use of spreading materials as efficiently as possible, with the intention of eliminating any overuse. This requires the use of the latest modern options for controlling the spreading pattern and quantity through pre-programmed routes, with variation of the spreading pattern according to the current GPS position and the possible use of data from weather stations, weather sensors on the vehicles themselves, as well as predictive mathematical weather forecasting models in cooperation with central dispatch and centralized winter-maintenance management. By using these modern technologies and procedures, we expect substantial opex savings in the purchase of spreading materials and, last but not least, improved occupational safety, as we significantly reduce the vehicle operator’s workload and any potential human error.
