Opportunity description
The subject matter of the contract is the provision of comprehensive security monitoring services for the contracting authority’s ICT infrastructure for the purpose of systematically identifying, evaluating and responding in a timely manner to behaviours indicating a breach of the bank’s information and cybersecurity in real time over a period of 48 months, from the implementation of mechanisms supporting the monitoring services. The provision of comprehensive security monitoring services for the ICT infrastructure shall cover the following areas: (a) Security monitoring services for the protected environment and, at the same time, (b) Services consisting of security incident and event reporting. A detailed definition of the subject matter of the contract is provided in section B.2 DESCRIPTION OF THE SUBJECT MATTER OF THE CONTRACT and B.1 COMMERCIAL TERMS AND CONDITIONS of the tender documents. The provision of comprehensive security monitoring services for the ICT infrastructure shall cover the following areas: (a) Security monitoring services for the protected environment and, at the same time, (b) Services consisting of security incident and event reporting. A detailed definition of the subject matter of the contract is provided in section B.2 DESCRIPTION OF THE SUBJECT MATTER OF THE CONTRACT and B.1 COMMERCIAL TERMS AND CONDITIONS of the tender documents. If, in the tender documents or in any documentation provided by the contracting authority within the framework of this public procurement, the technical requirements refer to a specific manufacturer, manufacturing process, brand, patent, type, country, region or place of origin or production, the contracting authority permits the submission of an equivalent, provided that the solution offered by the tenderer meets the utility, operational and functional characteristics necessary to ensure the purpose for which they are intended and the solution offered by the tenderer meets the required technical parameters and specification to the same or a greater extent. The contracting authority permits the submission of an equivalent under the following conditions: - the submitted equivalent will contain qualitatively more advantageous parameters than the contracting authority’s requirements for the subject matter of the contract, or - the submitted equivalent will provide more advantageous functionalities and functionality of the subject matter of the contract than the contracting authority’s requirements for the functionality of the subject matter of the contract/agreement. The following shall then apply to the submitted equivalent: - it must not require other ancillary costs that would have to be covered by the contracting authority as part of the cooperation relating to performance of the subject matter of the agreement resulting from the public procurement due to acceptance of the equivalent, and - acceptance of the submitted equivalent must not result in increased direct or indirect costs arising from use of the supplied subject matter of the agreement. If the tender documents or other documents provided to interested parties in the public procurement process contain a reference to a specific manufacturer, manufacturing process, trade name, patent, type, region or place of origin or production, the contracting authority supplements such reference with the words “or equivalent”.
