Opportunity description

The subject of the public procurement is the execution of construction, craft and installation works for the needs of the network incubator at two locations. The project is co-financed by the European Cohesion Policy Programme for the 2021–2027 programming period, under Priority 1: Innovative Knowledge Society, Specific Objective: RSO 1.3. “Enhancing sustainable growth and competitiveness of SMEs and job creation in SMEs, including by productive investments (ERDF)”; therefore, the instructions concerning the visibility, transparency and communication of European cohesion policy in the 2021–2027 period must be strictly observed. The public procurement is divided into two lots: • LOT 1: Fitting out the attic in the Perspektiva Business Incubator building in the Veliki Otok Business and Craft Zone near Postojna • LOT 2: Reconstruction and change of use of the Kutinova hiša building in Postojna The tenderer may submit a tender for an individual lot or for both lots. The contracting authority will consider that the tenderer has submitted a tender for the lot for which it states a tender price in the Summary of the Tender Cost Estimate (OBR-6) and submits the Tender Cost Estimate in Excel. The tenderer must offer all services included in each lot for which it submits a tender. For each lot, the absence of all grounds for exclusion specified in point 8.1 of these instructions, compliance with all selection criteria specified in point 8.2 of these instructions, and compliance with the other conditions specified in point 9 of these instructions are required. The contracting authority will select the most advantageous tenderer based on the award criteria for each lot and award the contract by individual lot. The subject of the public procurement is the execution of construction, craft and installation works in the Perspektiva Business Incubator building in the Veliki Otok Business and Craft Zone near Postojna, for the purpose of fitting out the attic, which has not been used to date. New offices with ancillary rooms and service rooms will be fitted out in the attic. Construction will take place entirely within the existing dimensions, without an extension. The type, characteristics, quality and description of the subject of the public procurement are specified in the detailed design documentation for construction (PZI), project No. A-012/20, dated May 2026, prepared by the designer MISEL, d.o.o., Cankarjeva 1, 6230 Postojna. At all points in the bill of quantities where a manufacturer, model or product type may be specified, the contracting authority permits the submission of an equivalent product that is genuinely equivalent to the required product in terms of technical characteristics and functionality. The contracting authority reserves the right to require the tenderer, during the tender evaluation phase and the contract performance phase, to provide evidence of the precise technical characteristics of the goods offered. The deadline for completing all contractual works is 15. 12. 2027, with commencement of the works scheduled for 1. 2. 2027. The contracting authority expects the selected tenderer to perform the subject of the public procurement professionally, responsibly and promptly, including the daily presence of the works manager; it has therefore included individual contractual penalties in the draft contract for certain delays and for the absence of the works manager. As part of the reconstruction interventions and change of use, the existing premises will be converted into the so-called usable areas of the incubator, which include an information and demonstration area with coworking, a lobby, an area for creative cultural content, business premises and storage rooms…and other incubator areas, including technical, communication and energy rooms, sanitary facilities and kitchenettes.
