Invitation to tender – Framework agreement for planning architect/community planner The Procurement Unit of Mora, Orsa, Älvdalen invites suppliers to submit tenders in the procurement of a framework agreement for consultancy services in planning architecture/community planning for the municipalities of Mora, Orsa, Älvdalen and Vansbro. Scope of the procurement The procurement concerns consultancy support within two (2) parts: Part 1. Detailed development plans - Work on detailed development plans, as well as related assignments/tasks. Part 2. Comprehensive plans - Work on comprehensive plans as well as related assignments/tasks. In addition to the above, assignments within each respective part are also included, which may, for example, be: Advice and support on planning issuesActing as a sounding board for the municipal organisationContributing expert knowledge in community planning These services will be called off under part 1 and/or part 2, depending on which part the Contracting Authority considers most relevant to the nature of the assignment. Framework agreements are planned to be concluded with up to four (4) suppliers per part, and the agreement is valid for a maximum of four (4) years. The contract period is one (1) year, but with a unilateral right for the Contracting Authority to exercise two (2) extension options, where the first amounts to a maximum of two (2) years and the second amounts to a maximum of one (1) year. Contracting authorities/Contracting Authority The agreement covers needs at the following contracting authorities (also Contracting Authorities): Mora MunicipalityOrsa MunicipalityÄlvdalen MunicipalityVansbro MunicipalityThe participating authorities’ ability to call off from the forthcoming framework agreement presupposes that they have the organisational and legal prerequisites to do so. If such prerequisites change, the authority concerned may refrain from using the framework agreement, without affecting the other participating authorities. Purpose The purpose of the procurement is to ensure access to qualified consultants with relevant expertise and experience within each respective part in order to meet the municipalities’ varying needs during the contract period. Submission of tenders It is possible to submit tenders for both parts (part 1 and part 2) or only for one of the parts (part 1 or part 2). For part 1 - Detailed development plan work, tenders must contain: One (1) named consultant - MediumOne (1) named consultant - HighOne (1) reference assignment for named consultant - MediumOne (1) reference assignment for named consultant - HighOne (1) CV for named consultant - MediumOne (1) CV for named consultant - HighPrice information, as well as other certificates/information in accordance with the tender form For part 2 - Comprehensive planning work, tenders must contain: One (1) named consultant - HighOne (1) reference assignment for named consultant - HighOne (1) CV for named consultant - HighPrice information, as well as other certificates/information in accordance with the tender form Please note: Consultants from subcontractors may be specified, but a special form must be completed and signed by both the tenderer and the subcontractor.The specified consultants constitute the consultancy organisation that must be provided at call-off (see chapter AUC.336 in the Administrative Provisions).The same named consultant may not be specified for both Medium and High within Part 1.The same named consultant may, however, be specified for either Medium or High within Part 1 - detailed development plans and within part 2 - comprehensive plans. Call-off and ranking Calls from the framework agreement are made according to ranking, described in chapter AUC.42 in the Administrative Provisions. Evaluation of tenders Tenders are evaluated per part according to the principle of the most economically advantageous tender, based on the best price-quality ratio. The quality assessment is based on referees’/reference persons’ evaluation of named consultants in the specified reference assignments (see appendix 07.4 Evaluation).
