The three formerly cantonal psychiatric institutions, University Psychiatric Services Bern (UPD) AG, Münsingen Psychiatric Center AG (PZM), and the Biel-Seeland – Bernese Jura Psychiatric Services (PDBBJ; today: Réseau de l'Arc SA), became independent as of 1 January 2017. With the revised Archiving Act (ArchG), which has been in force since 1 February 2025, there is a legal basis for transferring the extensive historical files (in particular treatment documentation) to the State Archives. In the run-up to the revision of the ArchG, the State Archives prepared a report on the archiving of psychiatric records in 2018 and, for this purpose, reviewed the records held at the locations of the three psychiatric clinics. In 2024, the State Archives inspected the records held at Waldau again and updated the documentation. In 2025, inspections of the child and adolescent psychiatry locations in Biel, Bern, Burgdorf, and Spiez were added. The documentation will be provided without images because it contains «particularly sensitive personal data». Procedure: open.
