The Purchasing and Logistics Directorate of the Canton of Vaud (DAL) is attached to the Directorate General for Buildings and Heritage (DGIP). Its mission is to ensure, in accordance with the applicable State and public procurement rules, the supply of the Vaud cantonal administration (ACV) in the areas of equipment, furniture, supplies for school and vocational education, printed materials, as well as computer hardware and software. The furniture supply contract, of which sit-stand desks form part, is handled throughout the year. The needs of the ACV departments are centralized with the DAL. The desks are not stocked. They are illustrated and detailed in catalogue form in the State of Vaud's online store (LA PLACE). The supplier(s) deliver(s) as orders are placed, in accordance with the elements of the specifications & requirements / response form, including, among other things, the services set out in the suitability criteria, as well as on the basis of the offers and advice provided to the departments. The contract is concluded for a contractual period of 3 years, except in the event of a budget suspension decision, with the possibility of extension by one year and one additional year (3+1+1). An annual review allows the tenderer that has won the contract and the contracting authority to evaluate the experience and make minor adjustments to it. All ACV departments throughout the Canton of Vaud are concerned by the acquisition of sit-stand desks. The ACV equips itself with these products according to projects and needs. The departments concerned by the desks under this contract are distributed throughout the canton (approximately 300 municipalities). On average over recent years, the DAL has ordered approximately 696 sit-stand desks each year, all dimensions combined, some with accessories. The quantities estimated for the future contract were determined on the basis of this consumption, relying on the history of product orders placed with the DAL. The estimate also takes into account changes in methods of work organization, particularly the implementation of “flex desk”. In total, the ACV contract is estimated over the duration of the contract (3 years + 1 + 1) at 2825 sit-stand desks, accompanied by optional accessories. It should be noted that, depending on decisions by the cantonal authorities or the progress of projects, the quantities may vary upward or downward. These quantities are therefore not contractual and are used only to calculate a weighting used for the evaluation. Procedure: open.
