The existing locking systems and key management system of EnBAG AG must be replaced. ENBAG AG intends to procure a new locking and management system. Planning and implementation will take place in three stages. The subject of this invitation to tender is the replacement of the existing locking systems with a uniform and expandable locking and management system for all locks in use at EnBAG. The following points are required: · Consideration of the current state of the art · Main building: increase in burglary protection and access security, registration of entries · Inclusion of the power plants, district control center, substations, heating and cooling systems, key depots, distribution cabinets, technical cabinets, transformer stations and charging stations · central and simple management of keys / media, including third-party keys managed by EnBAG and authorizations (roles, persons) / locking management system) · Inclusion of the security zones in accordance with the ISMS zone concept, in particular the Physical Information Security guideline · reliable system for outdoor facilities (temperatures +40/-30 degrees, ice, power supply, communication), including practicality - secure online access system with direct communication for updating at the designated locks · Insight into the history of entries where necessary · Improve mechanical strength for doors with high traffic - Lowest possible maintenance effort, e.g. proactive monitoring of battery status · Improve protection of administrative staff in the main building from critical visitors by denying access to the stairwell and elevator. · System integration & IT security: The new locking system must be capable of seamless integration into existing IT systems (e.g. user management, alarm systems, access control). In particular, interfaces, data storage and security requirements in accordance with ISMS specifications (including cybersecurity, encrypted communication) must be taken into account. · Operations & support organization: After commissioning, a clear operational and support structure must be ensured. This includes assigning responsibilities for key management, support (e.g. help desk, first level) as well as standard processes for access adjustments and system maintenance. · Quality assurance & acceptance: Quality assurance processes must be provided for as part of the implementation (e.g. functional tests, pilot operation, system acceptance tests). · Data protection: Since the system may process personal data such as access logs, the requirements of the Data Protection Act must be complied with.
