1 General overview of the project The secondary equipment and auxiliary installations of the Winkeln substation have reached the end of their technical service life and must be renewed. The combined transformers (except for the SBB bays) will be replaced by modern transformers made of composite materials. The Swissgrid installations will, as far as possible, be separated from those of Axpo. To this end, Swissgrid is constructing a new dedicated substation building. The project essentially comprises: · Construction of the Swissgrid substation building · Renovation of the existing bay houses · Construction of a separate building for grounding equipment · Construction of a platform at the upper/lower installation level for grounding the busbars · Replacement of the combined transformers · Renewal of the grounding system and lightning protection · Renewal and separation of the secondary equipment · Renewal and unbundling of telecommunications · Replacement of the auxiliary installations and installation in the new substation building · Supply for own-use requirements by Axpo and SBB · Renewal of the Physical Protection of Substations (PSU) with fencing, gates and surveillance · Renovation of the lighting of the 220 kV outdoor switchgear 2 Digital construction project The “Winkeln 220 kV Substation” project is being carried out as a pilot project for digital construction. The objective is to systematically apply the corresponding methodologies to the construction and conversion of the substation in order to significantly improve the quality of planning, execution and documentation. The contractor for packages 10+15 acts on the construction site as the lead company. The objectives and requirements for packages 10+15 include mandatory use of the central CDE platform, model-based execution and “as-built” documentation, as well as the complete provision of the digital construction-site infrastructure, including a “digital plan center” and high-speed Internet connection at the construction site. Digital construction requirements for the general contractor (packages 10+15) · Construction management and data management: The general contractor acts as the lead company. All project management (documents, outstanding items, defects) must be carried out via the Autodesk Forma platform provided by Swissgrid, which serves as the “single source of truth.” · Digital construction-site infrastructure: The general contractor is responsible for providing and operating a “digital plan center” (BIM Box) as well as a high-speed Internet connection. If coverage is insufficient, alternative systems, including a backup solution (4G/5G), must be used. · Model-based execution and documentation: Execution is based on the 3D technical models (BIM2Field), including digital setting-out and machine control. Geometric deviations must be reported continuously via the CDE for “as-built” documentation (Field2BIM). The BIM methodology within the context of digital construction must be regarded as an integrated service and must be fully included in the unit prices; no separate remuneration is provided. The additional infrastructure (design office, network) is remunerated separately. 3 Invitation to tender for masonry work and building services As part of the renovation project, an invitation to tender for a general contractor (GC) is planned for masonry work and building services, with the following structure, content, budget framework and deadlines: 10.01 Masonry work Execution: · Construction-site installation · Temporary fencing (site and within the outdoor switchgear) · Dismantling and disposal of existing equipment foundations, cable duct blocks, sewerage installations, existing fence foundations, grounding systems, existing fencing and secondary cables in the outdoor switchgear · Foundations for equipment frames, cable duct blocks, drainage system, fencing, camera masts, gates and interface cabinets · Structural shell of the new substation building (reinforced-concrete construction) · Asbestos removal from cable trays in the cable gallery · External works Coordination: · of all trades within the general contractor · of interfaces with external parties. 15.01 Lightning protection, grounding and signage Detailed design, execution, commissioning, training and documentation: · Lightning protection · Grounding · Room signage. 15.02 Electrical installations, including HVAC cabling Detailed design, execution, commissioning, training and documentation: · Electrical installations with all measures required for energy distribution and the supply of building-services installations: - Sub-distribution for building services - Surface-mounted installations in all areas - Switches, push buttons and power outlets in interior spaces connected via wire-mesh cable trays - Outdoor socket distributors - Charging stations for electric vehicles in front of the building - Network connection sockets for Wi-Fi access points and DECT antennas - Parapet trunking in the control room - Cable routes and riser zones for structured cable routing - Cable ladders in the 1 General information about the project The secondary equipment and auxiliary installations of the Winkeln substation have reached the end of their technical service life and must be renewed.
